The second bonus is not Veteran only. All members of the fleet could get it. We have invited 6 new members last 4 days. I do not see any problem with recruiting. Well, give them +Skillpoints Bonus or something else special. The fact is older fleets do not benefit from anything in game. Show me one good romulan tactical warbird. Romulan ships are nice for hybrid builds like a sci-cort, but there is no romulan ship which is in the offensive nearly as effective as a jhas or andorian.
