To answer this fully: You can only buy those in 23cc ESD, after you leave the 23cc and enter 24cc, you no longer have access towards such anymore. Please note: They bind to character on obtaining, so no, you can't buy a ton and resell on the exchange or trade to alts via account bank.

Problem is that they DID do a lot of this stuff before hand...and lookat where we are now. Ground Combat's had 2 reworks so far.
