Restarting router worked for me. Strangely enough, my previous IP worked fine until 22 August. After that, no joy.

This is happening to me too. I have two characters with Galor. One of them can buy the Spiral Wave Disruptor while the other can't. This bug seems to have occurred recently since the one that can't buy the weapon now could actually buy the weapon about a week ago.
