You must complete Bigger Picture with Romulan Faction characters, the third mission in the Allies story arc, before you can Hail and Accept Uneasy Allies. My Reman who is Fed aligned was stuck at not being able to accept Uneasy Allies. Once I completed Bigger Picture, I was able to Accept Uneasy Allies.

I can confirm you MUST complete and claim reward on Bigger Picture before you can Hail and Accept Uneasy Allies. You can right-click and choose Create Manual to see what abilities the mystery BOff has. It works for me everytime.
