No abilities listed for some bridge officer candidates

The tooltips for some bridge officer candidates do not list their abilities. The "Bridge Officer Candidates" window lists the abilities of the Kobali and Jem'Hadar boffs, but not the randomly generated boffs in my candidate roster.

I suspect the problem is with randomly generated boffs from before the bridge officer training revamp.

To reproduce the bug, follow the steps below.

1. Acquire the Jem'Hadar Tactical Officer Candidate from the mission "Facility 4028".
2. Acquire the Kobali Engineering/Command Bridge Officer Candidate from the mission "Dust to Dust".
3. Press U, click the "Stations" tab, and then click the "Show" button.
4. In the "Bridge Officer Candidates" window, hover your mouse pointer over each of your bridge officer candidates. Notice that the tooltips show the abilities of the Kobali and Jem'Hadar boffs, but not your older randomly generated boffs.
5. Search for bridge officers on the Exchange. Hover your mouse pointer over the search results. Notice that the tooltips show the abilities of some boffs, but not others.
