Can not hail "Uneasy Allies"!

So ever since the event started, there is one character I have that I can not hail it to start it off at all. I find this impressively funny because the only character I can not hail this quest on is an actual decedent of the Iconians (her bio so to speak,lol)!
She is level 53 and should be able to Hail the quest, she is also Romulian side (alien race) and allied with the Federation... So what is going on and why can't I hail this thing?!

A test server is supposed to be used to properly test patches before patching anything....
Unfortunately I can't tell what's causing the Lvl 53 character you speak of to not get the mission, however there is a solution for not being able to replay it.
The replay doesn't work if you use the banner to the left of the Mission Overview panel, however it does offer the replay in the (EDIT) Episodes Tab in that panel. At the top left of the (EDIT) Episodes Tab display, there should be the featured episode, and you may replay it from there.
Yes, well I have been able to do this mission free of bugs with three toons I have. One is my main which is a level 60 Federation toon, the other is a level 56 or so Federation toon and the last one is a fully KDF Orion toon that is around level 52 or so. All these toons worked perfectly with no bugs on the quest or anything at the first try.
However, my level 53 or so character which is an alien race and on the Romulan side but allied with the Federation can not start this quest at all. Days are passing by and I still can't do it... It is getting pretty annoying. I can not do it using the picture to the left, nor can I do it using the actual FEATURED EPISODE on the questing list.
The mission is totally grayed out and I can't select it at all.
When I click on the logo/banner ad for the new FE, I get the distress call from the shuttle... the message that should play when you enter hobus.
I do not get anything to accept or decline the mission.
When checking the episode lists... the listing for the featured episode is grey'd out. Can not click on Hail button.
this problem is on a L25 Romulan (KDF) side.

Romulan side has to be bugged, that is exactly what is happening to me, my Romulan is higher level then yours and I still can't hail the mission. This needs to get fixed so i can get my gear before this event is over!
Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.
I tried a work around of getting someone to share the mission, this successfully added it to the in progress list but only rewarded xp/expertise on completion (this is what was expected, but not hoped for, as that was all that was displayed on the in progress list).
Another member of my fleet also reports that his Rommy/kdf also cannot pick up the mission.

After completing the Romulan mission "Bigger Picture" the previously greyed out hail button for the featured episode now lights up, and the mission gets added to the in progress list with all appropriate rewards info.
Note that i played through all the previous missions, skipping may work though. That makes the min level for rommies 11 (the level required to complete Bigger Picture)
Why haven't the Devs posted a reply here yet, FFS!

instead at the top of the new window click Episodes
this brings you to another window
on the left of that window are tabs
the top tab has the FE mission
click it and hit replay
it should work...I just tested it on my 56 Fed/Rom

It is just a guess here but, it might be related to the Romulan story arc or, maybe even the DR arc of missions and, if a character hasn't completed any of it before or, hasn't advanced far enough into which ever story arc might possibly be effecting it.
This is only a theory though and, would require some actual testing of course but, just some food for thought to try.
Otherwise, I haven't had any issues involving obtaining it, with a Reman [fed] nor, my Alien [fed/rom] but, I haven't tried a re-run of it so, cannot comment on that possible issue until I possibly stumble upon it myself.

that underlined tells me your not reading the comments. the point the op is making is that some players can not even start the mission because something is not working correctly, hitting replay requires that you already completed the mission before hand.
i would suggest you test out first, minimum level required is level 10 on all three factions. if you cant access it on the romulan side on your new toon, clearly something is wrong beyond your control.

Are you even reading the replies in this thread because by your post it seems you aren't at all.
But I will let you notice things on your own.
Anyway, the Devs need to get in here and work a fix already, the days are passing and so is the event... I already lost the ability to get the 30,000 Upgrade and now I am going to also be losing the weapon + armor!
Also, let me make one thing clear here:
THE TOON I CREATED WAS CREATED IN THE ROMULAN FORCE AND ALLIED WITH THE FEDERATION (SO IT IS ROM/FED).

Just in case those here stating they can do the mission and their toons - you probably created your toon WITH THE FEDERATION and is a ROMULAN RACE character - THAT is not going to give you any issues. The issue is when you create your toon WITHIN THE ROMULAN FORCE and then either allied it with the KDF or Federation doesn't matter. In little words;
Romulan Force Created Toon + Federation Allied = Problem.
Romulan Force Created Toon + KDF Allied = Problem.
Federation Created Toon + Using Romulan Race = NOT The Problem.
KDF Created Toon + Using Romulan Race = NOT The Problem.
There were several people in the thread saying they could not replay it.

I haven't tried replaying yet, since I'm still working through the storyline.

maybe they cant but you got two different problems, one you cant start it, period, another your cant replay. but if you took the time to read what the op wrote, there was nothing there about replay, unless i got my eyes in backwards. that would mean its a thread hijacking.

Your eyes are viewing perfectly and how they should be for that is correct, I can not even start it. As some others on here have mentioned as well not being able to start it, some can start it but not reply.
These people stating that they were able to start probably can not reply it and they don't even know about it. Personally, on my toons that can do this event quest, I am farming the weapon of it for all my Boffs, so I need to reply it. These people here that claim to have started it with the same character type created like the ones having the issue probably don't even know they can not reply it because they probably just did it once for the armor and that's it.
Let's be clear here, as this makes no sense what so ever.
ALL Romulan/Reman & Alien [Rom] species character's, start off un-allied with a faction so, despite other's not having issues with theirs, shows it isn't in regards to species alone nor, is it in regards to what allied faction you choose.
It might be a result of level and/or, how old the character was created!
Example.
I have 3 lvl60 Romulan faction captains and, none have done a re-run yet.
1 Reman [fed] tac, that hasn't had any issue with obtaining the mission nor, running it the first time.
2 Reman [kdf] tac, that hasn't had any issue in obtaining the mission nor, running it the first time.
3 Alien [rom/fed] tac, that hasn't had any issue with obtaining the mission nor, running it the first time.
So, just like quite a few other's, it isn't the species nor, is it the allied faction alone causing the issue!

however L54ish toon also rom-kdf and rom-fed can do the featured episode...
would guess you need more than L10... also need some story arc or specific mission completed, that they did not list as a requirement. or had incorrectly flagged as needed... /shrug
my L25 has only done the initial story arc... out of the ashes... has not done any of the other missions.
So if your having problems on your ROM toon make sure you are past Bigger Picture Mission to get access.
Thanks I'll try this out tonight when I get home. They really should post these requirements instead of leaving it up for the players to "discover" on our own.
You maybe be able to "Skip" through Bigger Picture to start Uneasy Allies, but I was only one mission away from completing it anyway and I did not want to take any chances.
Unless you can't read, then you won't understand what was written.
Either way, it seems this is a quest-tree problem where you are forced to do some quest before you can even do the event - which is real lame.
I have a lvl 23 kdf rom, but only played to 'Price of Neutrality'.
I skipped that and the others to Bigger Picture, and once I accepted that and went to sector space, I got a popup explaining I could now travel freely.
I'm going to complete that mission and check back.
EDIT: Yup. Even skipping previous missions is fine, as long as you complete Bigger Picture (I didn't try to skip it too). I am able to hail Uneasy Allies now.
I hope Cryptic fixes this. And lets us freely upgrade the plasma pistol to XII for free too. :-)
