To get fleet gear you need "provisions" and fleet credits. Provisions come from fleet projects and fleet credits come from contributing into fleet projects. So in case you are not part of a fleet with at least a tier 1 fleet holding which grants the stuff you need you cannot get provisions. In this case the best option is…
