I gave PvP a go a few years back, but even then it was full of the same people who had fully optimised their builds for PvP, so any newcomer had no chance. It is possible for someone to slog through it and join their ranks, but it's just not something I would ever consider 'fun'.
I've no idea as to your question, but I do know that a few people have levelled to 65 in the 23rd Century. There was one thread here I remember that they unlocked Red Alerts, did one, got dumped on the 25th Century map and screwed up a few things as the game treated them like they were still in the past.
Largely suitable outdoor assets for a Dixon Hill adventure are in the game. The Kentari(?) world we visit has a very 'film noir' vibe to it that would require minimal alterations...
