happens to any freebie lvl20 ship as well as c-store ships, i noticed that the console/weapon slots seem to be useable again at level 25, not a solution, but it does seem to go away later, still weird and annoying tho.
it was weird tho, after i unlocked spectres i again skipped over to Blood of The Ancients, got part way, it bugged, i logged out, back in and tried to continue the mission yet somehow it slapped me into 1 of the later breen missions which had nothing to do with what i continued, so theres deffo weird issues knocking around…
it only showed up for me when i went back to some skipped missions, in my case the beginning romulan missions (this was on a rom character) and a few other episodes starter missions i had skipped past as i had leveled up mostly on the PVE Task Force Queue.
all you can have at once is 1 set omni, 1 crafed omni and the borg's omni cutting beam (which doesnt behave like normal beams and doesnt react to beam boff abilities).

regardles of all the theorys people are mentioning, the fact is that there should be at least a healthy variety and choices for any of the 3 types, currently there isnt.
i dont see how the trait system is flexible when for example you only tend to do space missions (like me) so pick all the space traits, problem is if you pick them all, erm thats it, theres no more, so no actual choice or variety, you just pick what rubbish was there and thats the end of that. its a bit boring tbh.

the new system is only bad as you grind to unlock stuff you dont even want to use, the old system you could at least work to get the marks/processors you needed and pick exactly what it was you wanted to use.
marks and the likes are easy enough to grind but the forced wait times are a complete pain and annoyance, i also preferred the old system on ds9 to aquire gear than the forced rep system which i find plain terrible.
maybe all power types should scale differently based on your captain type, so that a matching BOFF yields a higher scale on their power.
