So it appears this is not just a boff issue. I made a new KDF-aligned Romulan and it also does not have access to the Romulan Klingon uniforms.

Yes, I got Romulan boffs off the exchange for my KDF-aligned Rommy. Also bought one for my fed-aligned Rommie. It all sounds pretty good to me. I'm definitely looking forward to making a Romulan.
