Random isn't truly "random"... you just get put in whatever queue is waiting for players. Given that MR is part of an event so there is no cooldown keeping you from replaying it ad infinitum guess what people clicking "random" are going to get tossed in over and over and over?
Oh I just play the story missions. Haven't tried to master any new ships for quite some time now. The builds I had at the end of the Iconian content are still just as potent as they ever were, and nothing better has come along since then.

Problem still exists. If I remember correctly we had the same issue with DS9 the last time there was an end-game story arc centered there (Omega gear). There simply aren't enough instances of DS9 to support the demand.
IMO the Arbiter is a MUCH better Intel leaning cruiser than the Eclipse. Superior BoFF layout and weapons layout, plus the mastery trait does beautiful things to beams when you run Emergency to Weapons.
I will throw out here that I would be perfectly fine purchasing a token from the C-Store that would allow me to "rebox" any lockbox ship and give it to another toon in my account. More likely some people have found an exploit that will allow them to rack up lots of EC quickly and are simply buying every key available, thus driving the price sky high. Something similar happened a while ago with relation to new characters, foundry missions and the dil exchange. Some people got banned for that one too.
The people don't see it, but the Devs. do. Some players fly a ship because they like the way it looks, others fly a ship because they like the way it performs. Having multiple ships per faction with identical BoFF and Console layouts would ultimately mean Cryptic sold fewer ships and got less money.
