I was able to get back into game by setting the launcher to run in Windows XP (Service Pack 3) compatibility mode, don't know if that will be any help for anyone still unable to play.

There isn't any canon response to the Borg threat. The only measure the Klingons seem to have taken against the Borg is the weapons system on the Qang (Chancellor) class from the IKS Gorkon/Klingon Empire novels. http://memory-beta.wikia.com/wiki/Qang_class

I'm having the same problem but on both a Federation & Klingon account. I have five accounts and on two them, Fed Science & KDF Tactical I am unable to select other players or NPC's.
