Same thing happened to me, but I just used the Switch Characters button to log out of the character and immediately went back in and the option to talk to him appeared.

I can confirm that not only is this happening for the account bank, but the regular character bank as well; tried putting all types of the omega particles and nothing happened, whereas all the other types of R&D materials could be placed in without trouble. I'd like to add the Voth Palisade Science Vessel to the list of ships that doesn't have a Secondary Deflector slot despite being on the list of ships that would get one. EDIT: Followed everyone's advice and relogged, and my Palisade got the Sec. Deflector slot added in.
