My friend had the same problem and it turned out to be some kind of bug. He submitted a ticket in-game and it was fixed within a day or two. He got back foundry character slot and 8 free project slots. I suggest you do the same.
If that's true then it was somehow limited to foundry only cause all of the other gold features were still there. + apparently the problem isn't solved at all, the projects slots dissappeared again... Will submit a ticket.
Same thing here. We've just upgraded embassy recruitment facility to tier 1 and there is no "Store" button on the Requisition Ground Equipment console. All of the other things (BOFFs, DOFFs and assignment slots) are available.
