this proc is not but it like most of the proc is all or nothing if you were to put 3 on it would be 25% for 3 subsystem to go offline

the doff it works on the ground slot but your right that is it bug there is few more bugs with the doff system like the technician the is give power when cloaked you can have more then one on but it does not stack and it does not say that is will not stack

the tribble is buged for fed too they have not fix yet buff will not stay on under red alert

as for the voice I assume that they were not add yet there is a lot of audio that need to be add to this yet
