Showing phaser damage for me, I am currently set up using Romulan Plasma DHC/DC/Turrests, when I active surgical strikes it converts each to phaser damage. This is confirmed for me Friday/Saturday/Sunday.

And again, that magic number of 10 is also wrong, I know people that only had 6-7 spec points post level 60 that still got brought down to a base of 10.
