If you ask me they should rewamp First City anyway as that map looks kind of small, like what you can walk in is the whole city.
It is supposed to be only a few blocks around the capital building. It kind of makes sense for the Klingons to have the capital building in a gated part of the capital city since promotion by assassination is still a valid path for ambitious warriors and politicians in Klingon society.
I know what it's suppose to be, what I'm saying is that it doesn't feel like gated part of larger settlement, it feels it is everything there is. Besides we've seen the great hall before in trek and and it's never been as boxed in as it's in STO.
What I'd suggest would to have their be few places where you can see the expanse of the city, to give a better feeling of scale.
True, they could use "wall art" the same way they do on New Romulus to show things like the jungle in the distance from the balcony and the Reman subterranean entrance area in the distance, though unless they rework some of the buildings the only thing they could show would be towers poking up in the distance over some of the buildings on the actual map.
Of course, when they first made the city map they may have intended the capitol city to be in the Burn area (which from the visuals from the movie was probably about a third to half of the planet), from the looks of the Academy a lot of that is probably still desert slowly recovering from the Praxis disaster. Of course, if the devs made it look like a realistic recovery operation that could be interesting looking in itself.
The funny thing about that Reman district is that it's an actual 3D object and quite detailed from something you can barely see (it was available in the Foundry to place in maps).
But that's why I suggested they'd separate some sections so you need to cross a bridge or something similar to get to them so you could show views of the city but still have "these are fortified bastions" feel for the governmental areas.
