Get your Klingon to level 65 to unlock that cross playing of faction ships

You're level 65, so cross-faction flying should have unlocked for you.
Try a relog - it might be something as simple as that to allow you to claim it.
It may also be that the claim is limited to Federation characters for some reason.
Try claiming it on a Federation character and use the Account Bank to transfer the XP boost to your KDF character. This should unlock the ships for use at the Starship Requisitions officer.
As for the title, I really don't know.
Have you filed a ticket with Customer Support? Because cross-faction-flying should be available to you, the pack should be claimable on KDF characters. The fact that it isn't, perhaps needs highlighted.

My klingon toons can't claim the bundle. I want to use the xp boost, the title and the starship for some of my klingons.
I am pretty sure it can be opened only on a Fed toon as per the description in your screenshot. Once opened, the ship is available in the Ships T1-4 tab on other toons.

You're wrong. Yes, only Fed can open - and the ship is NOT available for the other toons. Only Fed that claim their own Steambundle from the store. I can't use the ships with KDF.
They offered an alternative package on KDF site from the DS9-Bundle without faction specific things. They can do this also for the steam bundle, cut out the federation bridge officers for KDF. And that's it...
If it is any help, the ship itself is available separately from the cstore as the "Appalachia Blockade Runner Escort [T6]" (assuming that having the Steam bundle already does not block buying it).
The pictures on the cstore entry don't look anything like the Steamrunner, but in the tailor both skins are available for the ship (I have the ship myself btw, it is a fun one).
