If I turn on the proxy option on the launcher(Steam client), sometimes I get stuck on the loading screen at this exact %.
The only workaround is to ALt+f4, disable the proxy, and load the game again.
This is happening since forever now(3+ years).
Have you gone to Options in the Star Trek Online launcher, turned off On Demand Patching, turned on Force Verify, let it patch, and then tried the proxy again? This game does not like On Demand Patching since many years ago.

Never had problems with the on-demand patching before. I only have that situation when I use the proxies. What I'm having to do because of all the rubberbanding and lag recently.
I have the same problem since 13th anniversary event when I wanted with my char to go from ESD to Sol System, and I got stuck for long time, and today I tried to go to Sol System from sector space and again stuck again.

I find the proxies cause rubberbanding (I'm in the UK), so always go direct. sthe91 is correct about disabling On-Demand Patching, as that can be a huge bottle-neck in network traffic. Still find it hard to believe ISP's have caps on land-line data in these days.
