Mortars on an engineer or engineer boff would usually work for things stuck in walls. The tholain captain in the volcano or bugs in the tfo used to get stuck sometimes.

They do work, but only if the enemy stuck behind the wall registers as an enemy (red blip in the minimap). This doesn't work if the enemy doesn't register as an enemy (white blip on the minimap).
Just a slight update: After dropping the mission and restarting it like 10 times she finally spawned inside a different room and I was able to kill her. It's just a guess, but it looks like it mostly tries to spawn her in fire or inside a wall and then she gets moved on top or below to avoid collision. I don't know if that's how the game works, it's just what it looks like.
She's actually hiding there, it's apart of the story.
She will appear in a random room as you progress, possibly in engineering!
Try playing the whole mission through and go in every room, you'll see what I mean..
