Make Lobi purchaseable via Dilithium.
You are not making much money from Lobi, nobody opens boxes to get 4-8 Lobi from them.
You don't care to lock the items away so make them actually possible to obtain.
People will buy Zen to exchange it into Lobi.
This will also stop the barrage of people logging off as they can finally obtain Lore items they wanted but couldn't have.
You only stand to make money.
Do as the people ask for once.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
There is also the legal aspect, lobi is a legal fiction enabler of sorts since a person opening a lockbox is (according to the legal fiction) doing so to obtain lobi (which they cannot get by other means) to buy things in the game they cannot get otherwise and therefore are not actually gambling for ships and other items, those are considered just a bonus in addition to obtaining the guaranteed lobi. If they make lobi directly purchasable via another ingame currency it could possibly throw that legal fiction out.
And yes, it sounds silly, but at least in the US it is all it takes to dodge the gambling regulations so far.
I don't have a problem with Zen being an in-game currency that requires the spending of "real money" or someone being willing to trade zen for refined dilithium on "the exchange". (I've had zero success offering refined dilithium in exchange for Zen, so far. But, oh well.)
Lobi crystals and lahunat whatevers and gold pressed latinum are in-game currencies. And there are probably some others that I don't know about, yet.

Seems like the lock-boxes are commonly found during in-game missions.
But opening them can become expensive, and we can't even get a "peek" inside to see if they're worth opening before buying a key from the zen store.
(Hint, hint, a "peek" inside via a tricorder scan would be nice.)

The Exchange is still functional. You just have to wait a week or two for all the orders ahead of you to cycle through. So basically you're waiting in line.
Gold Pressed Latinum... is pretty pointless. Only thing of worth really is a Subspace Party Nullifier that allows you to ignore the disco balls that get activated every once in a while by other players.
There are other things to get with Zen, such as ships and costumes. However keys are also one way the game is funded as it is a F2P game. But I will point out that spending Zen is not required. There is no Pay2Win. Just Pay2HaveNow.
Lockboxes dropping in missions is one source. But they can also be obtained in other ways, such as a stack of I wanna say 20 of the current box in one of the stores (can't remember which one off the top of my head)... for free.
Yea... boxes can be expensive to open. But its impossible to determine what is in a specific box as that is determined at the time of opening by RNG roll. The themed lockboxes should have a list of what CAN be obtained in them by reading the details on them. The Infinity Box is an amalgamation of almost ALL previous lockboxes put together other than the immediate previous lockbox. There's usually a one lockbox gap between Infinity and current themed Box. (And its probably made of or lined with a scan resistant material anyways, lousy Ferengi)
