She looks useless as an actual Boff, but desirable because she is MU and has the likeness of the captain from a series.

She's probably situational as well. She does have the ability to make combat pets, and she may very well have one of the highest Psionic Damage resistances in the game. Not a MUST have, but a NICE TO have account unlock opion.
I just got one but cannot unpack it on my level 36 Fed captain because it says "you are not a high enough rank to use that". Since when does a VR boff (or any other boff for that matter) have a level requirement???

Superior Creativity and Superior Photonic Lifeform make her pretty much top of the tree as a science officer for ground map DPS. Obviously your captain will do vastly more damage but as bridge officers go there really aren't better traits. She will be able to solo missions for you, basically, with a few good science AoEs.
Her assimilation gimmick is bugged to hell and basically doesn't work.
I had her solo the bar brawl on Nimbus and she managed to trigger two assimilation pets. It's clearly bugged to the point of not being worth having.

I doubt they want it to trigger very often because that would be kinda OP to be able to assimilate an entire army. If it triggered on every kill, the map would be full of combat pets. And that's just on a single player mission. Imagine someplace like Nimbus or the Voth Battlezone if everyone brought Janeways to assimilate the whole map!
If it doesn't have a proc rate, it may have an internal cooldown, like the active clicky Nerve Pinch and Pounce, to avoid spammage.
She can turn dead ground enemies into temporary Borgified combat pets. If you like ground spam, then there's a practical use. Especially in ground situations where you are stuck up against wave after wave after wave after wave after wave of enemies.

If you still have a place to put her by level 65 when you can actually claim her, the borg zombie thing actually does work within its limits. In the Gorn valley with her in my away team I always had a few zombie lizards running around after combat started. Dyson would not be the best place to test it though since it does not work on anything with any kind of cyborg systems or on machines and Voth use cyborgs (and of course the flying squids are machines).

They've done this with some other event rewards too.
The Bajoren warp core for example cannot be claimed at lower levels anymore either.
On the one hand I can understand that they don't want low level toons to get all sorts of gear so easy. On the other hand: we earned the stuff, it should be usable when it's the most useful to us.
Most of these items are much more valuable on lower level toons precisely because players usually don't have many options yet then.

Though it's a bit weird that they're suddenly concerned about this, after having increased the amount of spam on the ground for a long time now. They just released a kit module that allows you to get 4 extra security guards. And even more if you give a copy of that power to your boffs.
Players can already call in/create a (not so) small army. Four or five pets through personal devices, the assimilate kit module, security escorts, freelance security detachments, Schroeder. And many different drones besides all that.
I wouldn't oppose limiting the number of allies a player can have at any moment. But somehow I doubt that limiting ally creation-spam is a priority for them so I'm not sure that that's the reason why MJ's trait has been made not to trigger too often.

Few Boff species are really good, but still some want to have Andorians or Vulcans as their bridge crew. So basically role play reasons and immersion.
