It is not fun going through daily grinds across all the toons on two accounts, and eats up significant time of my day. I practically don't play the game, since there's profit in mindless solo grind. I have only ever finished 2 special toons, the original 2 Delta recruits. Only unlocked some basics on one Temporal, and I guess finished one Jem'Hadar Vanguard. Frustrating having the KDF recruit be the best ambush decloaker due to that character-bound unique KDF Doff. Rare I actually play some rTFOs after the boredom of the grind, and solo missions can go to hell I'm sick of playing them a billion times over, so I won't.
Talk about sick of grinding, I just took a new Delta though three or four back to back runs of Time and Tide collecting set items and that one has a long cutscene that cannot be escaped out of so it is doubly annoying.
and this is why myself and others have advocated for and asked for an option to buy out the remainder of the items in the set from the mission. preferably dil or EC, but maybe a tiny amount of zen would be ok too. and tiny, i mean like 150 for each item. (this of course means the toon you are on has to run it at least once to unlock the buy option)
Zen to get it on all characters on the account, unlocked forever, no mission completion required. Dil to buy it for any character on the account, so long as at least one character on the account has completed the mission. EC to get additional rewards for character who have completed the mission previously.
That represents a good spread of use cases and player whims.
I like this. I once spent an agonizing amount of time playing the mission to get the Nakul set for my entire away team.
I have also noticed that level locks seem to be more of a problem with Fleet gear than mission rewards. The only mission I know of offhand that has a problem with the rewards level is "Revelations" where the Vaadwaur Cluster Torpedo is issued at your level (up to XII) but is simply not mountable until you can use XII gear (and since only the first of those torpedoes comes as VR that usually means having to upgrade the thing to at least XII since replaying it will only get you a blue quality one).

You shouldn't do that quest until 65 regardless -- the first time you complete it, if you're 65, you'll get a VR MKXIII version. Every time after that, it only awards a MKXII rare version. Something similar with some of the other quests along the Delta arc, too. The missions that give a random class kit, for example. Or the consoles from Reunion. First time you get one rarity and MK level, but further rewards downgrade after that.
But still, they're not level locked. They're just best saved until max level for the best possible one-time-only rewards.

Not wanting to waste the VR one I kept it and upgraded it as I described and it is now usable exactly the same as if I had run the mission at 65 (though it might be UR because of the upgrades, I don't remember for sure since I have not played that character much lately since I have been doing the two recruitments more in the limited time I have had to play in the last few months and it was not one of the alts I played very regularly in the first place).

I’d like a Reman Tac, but have over a dozen accounts that receive some level of play. It is burdensome, and while I may be inspired to create X for the the sake of role playing, a rehash of Delta does not inspire the building and grinding of YET another alt, much less when 3 have been created for KDF Rec mere weeks ago.
I am all for the suggestion of this, which would give incentive for 1-3 of my played characters to complete stories.
OTOH, the problem is they all got secondary rewards from the Delta account already, so there is likely no meaningful way to square this.
