There's nothing in the rewards from any of the recruitment events that you "need". Even the TOS recruitment "get gear at UR instead of VR" just saves you some Phoenix boxes.
Do you already have Fed, KDF and Romulan captains? If not, creating a Rom or KDF would let you experience some faction-only story episodes. The Romulan story is better than the Fed-only episodes.
There is nothing to "win" in STO, the only point is to have fun. If creating a new captain seems like it might be fun then do it. If not then don't.
Well... it depends. Do you have any existing Deltas already? You can get some nice account wide stuff by doing the objectives for any Recruit.
As someone who has done all the recruit events... the account wide perks are pretty worthwhile. AND any future recruits can get a boost from the older recruits, or basic characters if you decide to start an alt of a different faction, in areas like Rep thanks to getting a ton of marks, so less desirable reps like Competitive can potentially be filled out without ever touching a Competitive Rep TFO.
While it fuels Altitis... its kind of a case of personal preference.
So the Delta Recruit Event... is it worthwhile rolling a new alt? No real intention of changing my main... nor am I a farmer... thoughts?
Yes, for the bonuses for the account. In total there are 3 Delta Recruits (2409 Fed, KDF & ROM), 1 Jem'Hadar, 1 KDF and 1 Temporal (TOS) Recruit. The combined rewards are great, especially if you do create more toons after, because it save farming a ton of Reputation Marks later! Create them, then go back to them when you want. There's no time limit to get the rewards once you have your Tesseract/Transponder/Receiver.
"You don't want to patrol!? You don't want to escort!? You don't want to defend the Federation's Starbases!? Then why are you flying my Starships!? If you were a Klingon you'd be killed on the spot, but lucky for you.....you WERE in Starfleet. Let's see how New Zealand Penal Colony suits you." Adm A. Necheyev.
I have deltas from the first rerun of the event and with time constraints I have spent more time doing events than episodes so the furthest Delta (my Romulan one) is only about three quarters of the way through the stuff in the transponder, and even that amount of progress makes for a very welcome shot of Reputation marks when I need to get set items from them, along with a lot of other little benefits. And the high quality ship gear packages the Deltas get are very useful for new players who might not have tons of event gear to reclaim.
So yes, I would say that making at least one Delta is worth it, and if you have more than one idea for characters the full set is nice (though like everything else in the game it is not absolutely necessary if you don't like more alts).
If you already have a Delta all of the new reward missions are added in. I see no need to make a new Delta since your old Delta will earn the same rewards for you. Perhaps if you wish to experience a different story line with the new recruit that would make sense. But, all of the rewards are the same regardless of faction.

No, they're not.
The rewards for completing each story arc.... the three factions have different story arcs, and the account-unlock rewards are also separate.
Yes, they are. All of the rewards are the same. Delta rewards are delta rewards regardless of the faction. The only difference is the type of equipment that drops as you level. Feds get phasers, Kdf get disruptors, Roms get plasma and so forth. This is from the wiki:
"All equipment is Bound-to-Character and has a value of 0 EC. All assigned [Mod]s are static up to Purple Quality, and will be the same for every Delta Recruit. This equipment can be upgraded, but will remain bound and 0 value; it will gain random [Mod]s if the Quality increases."
My Fed Delta unlocked the same rewards for my KDF and ROM as he did for my other Feds. Read the Wiki if you're still unsure.
Slainte.

Yes, you are talking about maybe three beginning Arcs per Faction. Those award 100 Fleet Marks and 1k Dilithium. So you are talking perhaps 600 Fleet Marks and 6k Dilithium per Character if you only have a Delta from one Faction. I have 4, Fed-Rom, 2 KDFs, and a Fed. I still have Freedom from that Rom, and Klingon War from the Fed to unlock from the last. And obviously the newer Arcs to unlock from the Revamp.

What I've been doing is using alts to play different themes and builds and such, so that I can have a bit of variety when I'm doing events. I'd almost say I don't even have a main anymore, though most of my EC is on my original main.
Delta Quadrant was a horrible nightmare for me. I just loathed and detested it. No way I am doing that stuff again, no way.
That whole necrophilia thing was disgusting, too.
I don't know what the "new" mission lineup is for the Delta recruits this time (yet), but the ones from the first rerun of the Delta recruitment hardly had any missions from the Delta quadrant in their transponders at all. Mostly it seemed to be in the stuff leading up to it instead like the Devs were trying to coax people into getting through the early missions so they would be ready to start the Delta quadrant ones.
I can understand the "undead" dread thing. While it does not bother me, a few of the people in my old tabletop RP games felt the same way so whenever I ran a Vampire the Masquerade campaign for something different (usually I ran Champions) I always made sure to include ways that a mage or werewolf or two could fit in the group without it being too unlikely.
While it fuels Altitis... its kind of a case of personal preference.
Hehehe, yea good and yet equally humorous as well.
My original Delta was a KDF Recruit, I checked and claimed the Rewards, yet for some reason New Romulus won't let some older Delta's claim it even though it is done. I redid Warehouse as that was the only one not apparently done, and some people I've heard have replayed all yet can't claim it.
Still I debated about perhaps doing another Fed and trying a slightly different Build for a Trill. Yet I finally caved, as it's always nice to try something new... (as others explained)

The update added tasks for the story arcs through the Iconian War, including six new pickup points... two each in the New Romulus, Dyson Sphere, and Delta Quadrant arcs... one of them in "Dust to Dust".
I can see there is at least one transponder task I will not bother doing this time around then, I detest jumping games even when I don't have to contend with little lag spikes throwing everything off. Between the bore-fest of the maze and the jumping BS Dust to Dust has to be the absolute worst designed mission in the game (though it is not too bad up until the maze, and the plot itself is interesting).
If I wanted to play Qbert (or Frogger) I would play the real one in local mode, not some idiotic online linear adaption in what is supposed to be Star Trek, but I don't even like those old 80s console games enough to bother installing it.
That platform bit is honestly the only time I switch to Shooter Mode. Cuts down on manual targeting because I can just mouse over and shoot. Does still get tense even on easy, but I personally find Shooter Mode to be useful there. Also I tend to use a bolt firing weapon.
The Federation tutorial is massively borked at the moment (even the workaround is not handling it all the time) so you might want to avoid making any Fed characters for a few days.

IF you don't have a delta GET ONE. The unlocks are well worth it for each character.
