The 10th Anniversary Legendary Bundle was a success, the various single ship Legendaries have been a success, and for all intents and purposes the 11th Anniversary Legendary Bundle is a success (despite the protests on the forums).
Odds are the big Anniversary Bundles are going to be the kind of things they pull out for big sales. We have an example of this already with one of the Intrepid bundles that include the Intrepid interior.
Nothing in STO is retired unless specifically said to be by the Devs, and so far the only things they've retired are some old T5 lockbox ships, which were subsequently replaced with T6 versions that include the T5 model/parts, and the old T5 Fleet Patrol Escort, which was replaced with a T5 Fleet Patrol Escort Refit with a fused tailgun.
And before anyone brings up certain missions or the Foundry, I am specifically referring to ships, of which the Legendary Bundle consists of.

Right... that's what I was getting at. The Foundry was explicitly retired. The functionality of using old event vouchers for later years' versions of the same event was retired. Etcetera. But each of those was clearly announced.
I don't know about the 11th Anniv bundle though. I personally have only seen one of the ships in the wild, once, and that wasn't until today (someone in a TFO with me in the legendary vor'cha).
I've seen a few around, but definitely not to the degree that the 10th anniversary ships were around, and certainly not as common the L. Gal X either.
Another easy tell of someone who has the bundle is the buggy trait from the Excelsior, its always active and is very noisy with purple boxes under a ship. In an STF if you see something like that during the launch countdown on any ship, you can pretty easily guess its the Excelsior trait and check their buff bar to be sure.
The bundle may be successful, but it is not popular.
