As title, the space traits, starship traits, etc., keep unslotting themselves across any character, even if I've never used that character in space or ground or in combat. This is breaking a lot of my builds or invalidating my test builds as they revert upon entering combat. Please fix this issue.

so...many...bugs...
for the inability to slot Boff powers, there is a workaround which may work for you: select that particular Boff from the Boff list (not the boff station on the ship), randomly assign different abilities, go to the ship boff tab, select random abilities, and hopefully the crossed out blanks clear.
You can also try to select different specializations for the boffs, assign them different seats on the ship, basically anything that shuffles them around to unjam that bug.
To be clear, you should also submit and create a new topic as that is separate from the problem I am reporting here, to increase visibility for that bug too as it too is game breaking to have blanks instead of powers.
I assumed it had to do with advancing reputation and unlocking ship traits , ie every time I unlock a new reputation trait or ship trait, this would happen - but I cannot veryfiy this. I have since unlocked a few ship traits and it hasn't happened.

1. If your traits are unslotted, then set them up for whatever ship you are using. Set up anything else you need to for the ship, then save the loadout.
2. Change to another ship, your traits should stay the same as the previous ship, edit them if needed, do any other setup stuff for this ship, save the loadout. Keep doing that for each ship, adjusting traits where needed.
3. When changing to a ship that has traits setup, you need to load the loadout to get the traits to load. And to load the loadout, you might need to alter the existing setup so it doesn't match. (For example, drag a power off a tray, then load the loadout, if it didn't load the first time.)
4. If you change to a ship, load the loadout, and realize your traits are gone, then switch back to a ship you know was saved with traits, load that loadout, switch back, edit traits if needed for this ship, and save the loadout. (Redoing ship traits is one thing, but I hate having to re-do personal space traits which I don't change for each ship and don't have memorized.)
