If you go into your star trek online directory locate a file called gameclient and execute outside of ARC.
The only deal is you have to login manually.

Yes, and that is what I mean by a "game client". lol
You do know that ARC is a separate entity to STO right. Currently you can get into STO as there is no login issues. The only issue is ARC which is just launcher software. The guys at STO have no control or will be able to fix ARC.
