I think this is a good way to introduce this functionality, and also a reasonable and fair price. In principle, free-to-play players can use their farmed dilithium to get these tokens if they want, and 2000 Zen for 3 Tokens is also fair.

Ignoring the powercreep problem, like others I find this is a good way to introduce upgrades. I like how the tokens are applied and how I can buy them via dill, Zen or EC. From the mechanics of how this all works it looks positive.
My concern is, if I use an Experimental Upgrade (such as the free one or one from a zen bundle),
will I then regret it if I somehow get hold of an Experimental Prototype Upgrade (which it's very unclear how you obtain).
And if that's the case, then won't everyone want Experimental Prototype Upgrades to the point that Experimental Upgrades are worthless?

Starting very soon on PC (and soon after that on Console), you'll be able to upgrade your T6 and T5-U ships with an additional Device, Trait and Console slot, using tokens you can find throughout the game - and every player can claim a free token.

Nothing, the fleet ship is an entirely different ship then the normal Zen ship. If you upgrade the zen ship, then any copy of that ship you get will have the upgrade.
If you get a fleet version of that ship, that ship needs its own upgrade token, and will apply to any copy of the fleet ship you have on your account.

I'm not sure if you have been in any TFO's lately, but the average player in the game still struggles to put out 10k DPS a times. Maybe the intent behind this is to try and help the bottom end improve their damage output a little.

OK, these upgrades seem like a good idea if you want to get a little bit more out of your T6 ship, but this begs the question if we really need T7 ships? After all, T6 ships scale with you.
Plus, T7 will bring the usual price increase:
T1 - $5 (Level 1+)
T2 - $7.50 (Level 10+)
T3 - $10 (Level 20+)
Tiers seem to increase by $2.50 until...
T4 - $15 (Level 30+)
T5 - $20 (A few T5 ships are 2000zen, and for level 40+)
Not content with T5 ships being available at level 40, suddenly they became level 50+
T5 - $25
T6 - $30 (Level 50+, later changed to scalable)
Logically, T6 ships should have remained at $25 where level 50+ ships already lay, and T5 ships lowered to L40+ & $20 (2000z) to match the existing T1-4 pattern, as T6 versions became available.
T7 - $35 ?? (Will they be Level 60+? Scalable like T6's? New features?)
T5-U was supposed to be a way of making T5 ships continue to be useful at endgame, but T5-U is basically scoffed at.
Whenever T7 ships come - and they will come - players flying T6 and T6-X ships will become the new laughing-stock.
We may criticise Cryptic for their apparent attitude toward the game at times, but we players can be just as toxic, if not more so.
I'm not sure where I was going with this post, so let me TL;DR it:
New (optional) ship upgrades = Good
Promo Upgrade for free = Good
Player Attitude = Let's be a bit more positive and not complain about stuff that really doesn't need complaining about.

All T7 talk is irrelivant.. it's already been said that this isn't currently even on the radar.
Not sure why everyone is obsessing over the T7 ships that might never come. Incremental upgrades to the T6 line is absolutely the way to go, honestly it would be idiotic of them to even consider T7 at this point.
This is exactly the kind of upgrade a lot of us have been wanting for a while now. I'm a bit disappointed that the upgrade doesn't apply to the fleet variant, however making it an account wide unlock makes up for it. Sure you have to use two upgrade tokens, for the c store and fleet variant, but only having to do it once on a toon for all your toons is superior. I'm more concerned that these "upgrades" can be used on the ships in the Legendary packs... which were already a step above what is currently available at T6, effectively making them comparable or better than any T7 ships you would make down the road. Only thing I could see you doing with T7 ships in the future would have fully universal, selectable specialist BOFF seating.
Why would you want to upgrade both the c-store and the fleet version of the same ship? I would think that just upgrading the fleet version would be better since that is the ship you would actually be flying.
I purchased the Mudd's Temporal bundle a while back... Since the version of ship you get is dependent on the faction of the toon, if I use a token to upgrade, say, the Klein Temporal Destroyer, would the upgrade then apply to the Chargh'Poh and the Tal'aura?

A suggestion: Currently you can buy lesser Phoenix Box tokens on 1 to 2 trade in. Would it be possible to be able to do the reverse? I'd be willing to pay 4-5 very rare/purple tokens to get 1 ultra rare token in order to get the T6 Upgrade. Both epic and ultra rare tokens are very scarce. This would be a great addition to get the upgrades as well.
