I'm all the way up to Delta Quadrant episodes, specifically "Revelations." Basically right away it wants me to solo take on 3 Voth ships and destroy them. I had been coasting by for a while by the skin of my teeth, but I can't do this. It's not even close, they just annihilate me.
For a while now I notice it doesn't let me "level up" my ship or even my character on a ground level. I tried to upgrade my shields but it just "ate" the dilithium, consumed the upgrades, and didn't actually upgrade the shields. I've always changed in better gear when I see it... yet I can't even come close to defeating these guys.
Tier 5 is the last free ship that you get aside from the 3-5 Tier 6 a year from the Winter, Anniversary, Summer and any multi-part events that award a token.
That said, the game is playable with "just" a tier 5 ship if you gear it properly (which can be done cheaply), set up your bridge officer powers sensibly, and learn to use those powers.
For upgrading gear, buy the 40,000 dil 10-packs of Phoenix Tokens from the dilithium store. They are the best upgrades, much better than the ones you buy from vendors or the exchange.
It would help if you listed your ship and gear, but the Academy sub-forum might be better for that. Once we see what you have we can offer suggestions.
Also check that you aren't playing with the difficulty set as advanced or elite instead of normal.

Ok, first you have a rainbow ship.. that is not good, you must pick an energy type and stick with it, personally, Antiproton or Phaser are fine, The rest (besides disruptor) will need some tweaks, but you have to change a lot of the consoles in your ship to increase your performance.
First: Lets assume you go with phaser, you will need some phaser tactical consoles, and also you need to level up some weapons to XII, not need to be purple, but at least at XII they do some damage.
Second: Consoles, an RCS accelerator, and some resistance consoles for kinetic, will help, as the Buran is a brick without them, that why i dont use it without an RCS and some inertia ones, here is my ship, still a WIP, but haldes quite nice:

Get away from the rainbow skittle boat. You have different weapon types. Get one weapon type and use it. When you gear your ship properly, then increase your weapons power to max.

I'm not sure what your duty officer roster is like. However another option along with what the others have already said is there are duty officer assignments under engineering such as "Experimental Beam Array Upgrades" and other systems. They give you items of random quality and types.
I run them and sometimes you can get a level appropriate purple item with decent mods such as Pen. Use the ones that are good and appropriate and sell the others to a vendor for some EC.
Not a quick fix but something to think about if you are on a budget.
Tip: if you are not in a fleet, buy some Mark II Very Rare consoles from the Exchange. They are often under 100,000 EC each. If you might be able to pay for them by selling loot drops that you won't use, like beam arrays that are the wrong energy type for your build.
In addition to the great advice given by napalm, Odin, Westmetals and dave.. I would also consider checking out these guides on basic ship building, skills and traits. You might find them helpful.
Basically, as said before.. your build is a mess. This is not your fault, the game teaches bad habits like mixing Beams and Cannons which you should absolutely not do. Beams and Torps are fine, Cannons and Torps fine, but one torp launcher and pick between beams or cannons.
The game doesn't really do a very good job of showing players how to build an effective ship. That's why 3rd party resources are necessary once you get to a certain point. Again, not your fault.. you have done nothing wrong, the game just teaches bad habits that you need to break and luckily, there are those willing to help you do that.

I have to agree with everyone. The rainbow build needs to go. If you have access to a fleet, I'd suggest looking into some fleet Neutroniums with Turn, which can free up some of the Engie consoles. I would also suggest getting locator consoles from a fleet spire that match your chosen damage type. They give more than standard damage consoles like Phaser Relays.
For weapons... whichever damage type you like the most. Although Phaser does have a lot of support in terms of sets. I would recommend a basic 6 beam/2 torp set up IMO. The Buran isn't the most maneuverable so it would be better to equip beam arrays with their wider arcs, and have a torp fore and aft for spreads or just hitting when their shields are down. The idea of the beam setup is more for broadside attacks where you can bring all 6 beam arrays to bear at once. While it might seem like 8 beams would be better, that is 2 more beams drawing weapons power, thus leaving less energy for other weapons and thus less damage output, and leaves you with no defense against something that could be immune to energy attacks, like Aceton Assimilators.
Without knowing more than just your gear... I can only make suggestions on the gear alone. But by Revelation you should honestly be running mk XII gear. Seeing that Mk II and III... I'm kinda cringing honestly. Those are doing you absolutely no good because you vastly outlevel those consoles. They are literally giving you nothing by now because your stats are so much higher than they were back when those were relevant.
I'll disagree here. If you're doing normal, rainbow pewpews aren't the reason you're having trouble. All that would do is make it take longer. Tactics seriously matter with the Voth and the Vaudwaar which you're about to meet.
Upgrading your gear does help and you should prioritize getting it all to mk 12. Don't use upgrades, just grind out missions or check the exchange to get them.
However, the Voth absolutely require you to know their tricks. The main one is the big cruiser which put up a shield that reflects your damage back to you if you shoot it. You have to get around them because it only covers one shield facing. They do have some strong science power though, and can sap your shields and power levels while the small ships can impede your movement. The best way to handle that is first stay beyond 5km from their ships, and second to keep moving. Keep moving, up your engine power if needed because you'll absolutely need that for the Vaudwaar.
Edit: In fact going to all one brand of pewpews would barely help at all in this case, as the only reason that ever hurts is because you can't match your weapons to one type of tactical console. This person only has what looks like the countercommand console from surface tension, alongside two non-specific beam damage consoles. If anything, what hurts most is the DBB/DHC focus on a ship with 6 turn rate.
So another tip, replace your cannons with standard beam arrays, the dual beam array should go too.
Yes beam consoles are less than optimal, still my point is that you're looking at fractional increases in damage output which isn't going to make or break your ability to do these missions. Preventing CPB from sapping your shields, not sitting in the Tykens rifts, and not shooting the super shield on the big ships is going to make a far bigger difference, as is being able to get your weapons on target, regardless of their flavor.
My preferred layout for this type of ship would be five beam arrays (3 forward, 2 aft), plus one torp (forward) and two omnis (aft). 6/1/1, 7/0/1 or 7/1/1 would also work. (And some people would argue for a second torp aft, but I personally think that aft torpedoes are almost never worth the slot as there's very rarely going to be enemies behind you frequently enough.)
I like to use one of the aft slots to hold a mine launcher. On autofire, it launches four self-targeting projectiles every time the cooldown ends, so that's a damage source I don't have to worry about. OTOH, when I did those missions last it was in an Odyssey Prototype, and I have no idea how the ship's stats compare to a Buran. I do concur, however, with the need for at least one high-rank RCS Accelerator console (I usually run two Mk XIIs in the Lorna Wing, pictured below), and not sitting still, like, ever. Also, while you can mount cannon on that ship, it's only a good idea if you're practiced enough at bringing that firing arc to bear with a ship that turns like a cow on skates. I'd save those for craft that can turn faster - the largest ship I usually mount those on Fed-side is a Paladin-class battle cruiser.
I also concur that the minor damage increase experienced by only ever using one weapon type isn't going to make that big a difference for you. Unless you're consistently at the point where you're almost defeating them before being wiped out, being a rainbow isn't a big enough problem to warrant spending money to fix.
In addition, I would recommend running the Nimbus III mission chain - among other things, it awards you a ship device that lets you call in a favor, summoning a group of "pirates" to help you out. Usually you'll get one that heals you, and at least two others that add to your DPS. That's pulled my fat out of the fire more times that I care to remember.
Two other things that nobody else seems to have mentioned:
1. If you are going to use the obelisk warp core (or any equipment with an "infinity mark rating), and you are level 65, upgrade it (for free). To do this put the item into your inventory, right click on the item, and select upgrade item. This will turn it into a Mk XII item without costing you anything. The reason this is good is that the infinity items improve as you level up, but only to level 50. After that you need to upgrade them like anything else, but you can "convert" to non-infinity items for free.
2. Be aware that batteries stack, up to 20 batteries in a pile. You only have one battery in each battery slot, which means that in a battle you will run out of a stack if you use it once. You might know this and just haven't topped up your batteries, but if you didn't and are going to use them it is important to know.
P.S. - If you use batteries a lot there is a purple doff you can get for free if you act today or tomorrow that will boost all your batteries. It's called Exocomp and you can get one by talking to Lt. Ferra at Starfleet Academy - but only while the weekend event is still on.
The most important thing I see in your build has already been mentioned by others... upgrade your gear. Anything you have that is less than Mk XI should be sold off and replaced with MK XII items. I'm not sure what your budget is, but you can usually get green Mk XII items on the exchange for fairly cheap, and those are plenty good enough to do a story mission. A good rule of thumb is that each rarity level is roughly equal to one increase in mark. So that MK VIII beam console is about as good as a white Mk XI one. And that blue Mk II RCS console is almost useless. Even a white MK XII one will be three times as good, and the amount they cost on the exchange is pretty close to what you would get when you decide you don't want it anymore and sell it off to an NPC vendor. Or you can salvage them when you get something better.
