True but the sentence was in English, not in Finnish (where IIRC the word order isn't that important) so I went by the grammar rules of English as much as I could remember then.

Once it is claimed on one Character, it is unlocked for all Characters on the Account. The others need to do nothing else.
Go to the Tailor and you will see Civilian 2399 as an option there. Top is under Loose, Bottom under Tight. Boots under Boots.

it is not. kdf, rom, and jem'hader characters can use it just fine, just don't try to use anything in the chest slot.

That's true for FED characters as well, everything in the chest gear slot seems to clip horribly with this outfit equipted.
