    It depends on your build.

One console i see very frequently is this one
    https://sto.gamepedia.com/Console_-_Universal_-_Plasma_Storm_Module

But is your main damage from sci or weapons?
This console is worth a look and so is the NX console https://sto.gamepedia.com/Ability:_Point_Defense_Bombardment_Warhead if you can grab one/two other consoles from the exchange.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

There is no set in stone winner take all best anything in this game. What is "best" for me won't be what is best for you necessarily. What is good to use will vary based on build. What's good for me as a tank may not be what is good for someone as a DPS. Now for some generalized staple recommendations I recommend the Tachyokinetic Converter. Basically its a RCS and Assimilated Module from Omega Rep slammed into one console. Then the Bioneural Infusion Circuits is the single highest chunk of critical severity off any console as it sits now in game. If we knew a bit more about your build we can make some recommendations more tailored to what you're after.

There's a few great consoles to look at. The mine layer console is basically a must for any mine builds, its too good to try one without it. The tachyo console is a classic, many people recommend it. Other than those two its a lost more preference based but the Altair console is popular as well

I agree with darkblade. No one console is gonna be a MUST HAVE because of differences in builds. But in general the Tachyokinetic Converter is good in most builds.

For Lobi, as was stated, the Tachyo, but for a Legendary Voyager you really want to load up with:

Restorative Particle Focusers with EPG and CtrlX. And add a Conductive RCS Accelerator with CtrlX and a Retrofitted Assimilator.

Since you have the Legendary Bundle, get the Tier VI Ship Mastery from the Legendary Crossfield.

There's no instance that Bioneural infusion circuits isn't a go to console.. Like.. show me a single build that does dmg.. that doesn't want more crtD? Sci/canon/torp/beams it doesn't matter, all benefit from CrtD and it's the console packing the most of it. I'd take it over tachyokinetic if your just getting ONE lobi console

The question posed was answered in the first sentence. Going out on a limb here, but since he has the Legendary Voyager, that means he has the other nine ships in the Bundle, a few of which may be more amenable to be of the Phaser Beam Boat DPS persuasion. But, Que Sera, Sera.

Was looking at that myself, got space for one more console and my Fleet B'rel is packing 30% crit chance currently. Need to build up CrtD

    Those players are right.

The OP's question doesn't make sense. He's trying to focus on his Phaser Beam DPS by flying a 3/3 ship with 2 Tactical Consoles and a Lt. Tactical. In short.. he's doing it completely wrong and people are steering him toward a more Science Heavy build because that's what the Legendary Intrepid is designed for.

That ship will make a terrible beam boat and people are trying to help him avoid dumping a ton of resources into something that will give him little return. If you're flying a Science Vessel and concentrating on Beam DPS you already have serious build issues before you even get started.

If the OP wants to work on a more effective build, I recommend he start by reading this guide about the current state of Science Ships from the DPS League. You can find a lot of good information there including a listing of some of the best consoles to use on a Science Ship.
    Insert witty signature line here.

yeah, don't try to build a beamboat on a science ship unless you're A: a m.asochist and B: Crosis and made of money

you're just asking for disappointment otherwise - you certainly CAN make a beamboat on any ship, including science ships, but as someone famous once said 'just because you CAN do a thing, it does not necessarily follow that you SHOULD do that thing'...or something like that - i don't know the exact quote

whats best for one toon isn't the best for another. for some weird reason the 2 tacs I fly most, one is way better at escorts than cruisers. the other one, cruisers are the only way he can fly one day I really need to sit down and look at where the skills are for each and see what i did where.
