Ever since I got this new computer, I wasn't able to launch STO in any other way than by arc. I saved the old launcher in time, but it didn't work after the end of 32bit support. Now arc is acting up and I can't log onto it, resulting in me unable to play. From a look at the forums I guess that people are in-game after maintenance. As I didn't have a chance to patch today, I don't know how to proceed right now.

I already had Steam for the rest of my PC gaming. I only ever use Arc if I have a giveaway code to redeem.

Just go to the directory where ARC installed STO into, and launch the client from there. I haven't been able to launch STO from ARC for weeks, so I just made a shortcut for the client on my desktop and run the game from there. Works fine.
It doesn't matter whether you use Arc or Steam. They both use the same original Client launcher (startrekonline.exe), and both Arc and Steam are not needed to play STO (there's no advantage to using either). Just grab the executable and stick it in it's own folder and repatch the game.

I'm aware of that, which is why I advised they just run the .exe right out of the folder. The 'stand alone' is for people that don't even want that stuff on their PC to begin with.
Yes, the 'stand alone' and Steam/Arc install the exact same files. Neither client is now, or ever has been, required to play STO. They're both nothing but overlays.
For that matter, there are third party launchers in Discord (it is a PC voice app for games) and Nvidia GeForce Experience if you have either of those, though I am not sure if they do the update check for the games (I have always used ARC, Steam, or the exe directly if there was a problem with the other two).

I have installed the game.... years ago. Then I just copy-pasted it to my new PCs/Laptops from home and work. No issue whatsoever, no install required, nothing else like arc required.

Just go to the installation directory -- I don't know what the default one is because I set up a custom "games" directory in "Program Files (x86)" -- and you should be able to find an executable called "Star Trek Online" at the bottom of the folder. Should be about 84MB in size. Create a shortcut to that on your desktop or wherever you prefer to access your games from and -- boom! -- you're in business. You don't have to use Arc, Steam, or any other game manager. They just like you to.
Steam makes things a lot easier, an example being able to use your Steam wallet for getting zen.

You're not actually running STO through Steam though. All it is is another 'desktop' portal that accesses the Original Launcher to which I mean it's just like clicking the app from your desktop, but through an overlay which is taking up resources. Steam (and Arc) has NO benefit to running STO. The ONLY thing that goes 'through' Steam, when using that as your Portal, is a notification to the STO User count, which ONLY counts people running STO via Steam.
Steam makes things a lot easier, an example being able to use your Steam wallet for getting zen.
