It's your Journal under 'Available' tab after you complete the initial Fed arc.

I just finished the arc for J'ula yesterday where it introduced Stamets, and there isn't anything in my journal. I read in some patch notes it got moved out, so I am wondering where to find the mission giver NPC to pick it up in person so to speak.

I am really confused. I found it in the Available tab on my other character and was even able to play the arc the whole way through to completion. On this character it's non existent. I had heard that they made changes to some of those arcs and that you had to find the contacts in game to get through them. I'm not quite sure what I am doing wrong and this whole thing has me very confused.

Horace Jones is the mission giver for "The Lost City of Paradise." Did you try just going to Nimbus III and talking to him to see if he offers the mission?

I did and he wouldn't give me the mission. Horace Jones is the NPC just inside the city on the right hand side yes?

Ok. I forgot about "Secrets of Nimbus" coming before that mission and it is given by Franklin Drake. Have you spoken to Admiral Quinn and accepted "The Galaxy at Large"?

Visit Quinn at ESD and see if he offers "The Galaxy at Large" then see if those missions appear in the Available tab.

This whole situation is why those missions never should've been removed from the mission journal.
Try playing through the "Spectres" missions since Drake is part of that. Perhaps afterwards he'll offer up "Secrets of Nimbus."

The missing Wastelands thing is fairly common with Fed and KDF toons since they shuffled the mission off to the "available" tab, the only one it seems to always appear for is the Romulan faction (and possibly Dominion, but since I cannot get into character with a Jem'Hadar I do not play Dom ground so I have no idea on them).

Not true. I played Wasteland on my DSC just after I got to the 25th century, nor is it missing on any of my othe Feds of any flavor. I have also played it with my Vanguard Jem Hadar.

I also have had no problems finding it. This was on characters who already completed it, or ones who were created after the change. 100% success rate with those. My guess is that those who have issues finding it were in the gray area of being in progress when the change happened, which is something that I, unfortunately, cannot test.

Is there anything anywhere in your Episodes tab with a Hail or Skip button? Especially those TFO introduction missions? Those things caused most of the roadblocks to doing "later" content that I've run across.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.
This is a new character so it has nothing to do with any kind of intermediate patch or changes. I skipped all the TFO's. I'm wondering right now if it's because I haven't done the Devidian arc from Franklin Drake on this character. I am doing it right now to see.

I ran into this problem and I found that if you do all the missions that pop in in your available tab then the Wasteland missions will emerge. Try not to skip any of the missions (and i think that also includes tfo's).

The 'Arcs' that moved offline to the Availible Tab will only give out the Missions one at a time, in order, on your first run of them. After you run one it will stay available to Replay. This only applies if you have never run that Arc to begin with.

Same. The question here is exactly what triggers this to appear in the 'Available' tab? It isn't 'Spectres' since neither my DSC character or my JH have ever done it.
As far as I'm aware, Secrets of Nimbus should become available when you complete "The Galaxy at Large". At least, that's how it usually works for me and I did Wasteland earlier today as a Lieutenant Commander.

True, when it does work it becomes available very early on. In fact, my new Romulan (who I made specifically for the Elachi ship) got the mission as part of the mission spam that happens right after choosing a faction. When it does work for my Fed characters (about one out of three times or so) it comes in with the earliest mission spam batch too.
If you depend on Spectres to trigger it (and I am not sure if that even works) you will be already done with leveling and probably already have the purple Borg torpedo doff from Omega reputation so you don't need the main draw of Wastlands, the purple torpedo doff Law, any more anyway. And you do not need to do the missions just to go kill the scorpion things for the endeavor, unlike the Kobali stuff where you need the mission unlocked just to get to the ground battlezone.
But, after you get 'Law' (don't fight him because he'll win), on reruns you will get random VR Doffs instead.

I got it finally, thank you to everyone that offered help. I saw I had to do a Romulan TF before Quinn would give me The Galaxy at a Glance. Once I did the TF, he gave me that mission, then completing it, logging out, logging back in, I was then offered the quest chain. Again thank you all very much. I appreciate the help.
