Well, the bulwark completes the voth console set which enables the battle cloak. Some people go absolutely nuts when they hear "cloak" or "battle cloak" so I'm sure there are still some who will cough up ~1B EC for it.
To do now would be ludicrous even if it wasn't in the Phoenix box and we both know it. The ship is horribly outdated.
The only way its outdated is the lack of specialist seating. Any T5U is still viable, and a veteran ship builder can make a good build. And then you have collectors who want to be able to complete sets. So it has more value than just combat effeciency alone.
Also I think it comes with one of the VERY FEW Wide Angle Torpedos in the game. On the other hand I don't think that the Transphasic Chroniton can be upgraded at this time, making it less appealing than the Quantum.

Not sure when it was changed as for the longest time we could not upgrade it. But the wide angle torpedo can be upgraded now. I have it on my wide angle torpedo build.

Oh nice. Since I don't have any Voth ships I wouldn't have known that. Of the non faction ships I have, I kinda like my Xindi-Primate Dread Cruiser and T5U Xindi-Aquatic Carrier. The Aquatic is nasty with elite Primate Heavy Fighters.
The T5U Malon Battlecruiser is one of my joke builds that actually works. Dumps pretty much every kind of gas except for the Pilot ability.
The Bulwark is still a beastly ship even being only T5U at max.
It lacks the T6 treatment but honestly it is still very viable considering how easy most of the content is these days.
Those ones on the Exchange though are ancient relics of times past, when it was the equivalent of the current Disco-prise; an ultra rare promotional prize.

Once they get around to T6ifying the Voth Ships, the Bulwark will probably get slipped into the R&D Infinity Box.

This is silly, you're arguing for the sake of arguing.
Any ship is viable.. that's not the same as optimal. Obviously, a T5 doesn't have the bells and whistles that people like.
It's ridiculous that I even have to explain this.. I'm done on this silly topic.. this forum is too much sometimes.
Desirability counts too.. that's why these 1b Packs have been sitting on the exchange since 2014.
No one is going to pay 1B for a T5 ship.. even a rare one.
People paid a lot more than 1B for Bulwarks before the phoenix box provided an alternate supply.

If it wasn't in the phoenix box, collectors would absolutely be paying multiple billions for them. It was if not the rarest ship ever then at least the second rarest (after the gold D'Kora).
Collectors don't care about "outdated." I got mine from the phoenix box and drydocked it immediately after claiming the admiralty card.
I just like the ship to be honest, it looks sort of like a Space Zepellin and its stats are good. Still 1b for a T5U that isnt account wide nor has scalling like T6s, nor has optional specialist ship is a huge stretch. Probably why lots sit still in exhange.
But yes many T5Us are very good, as a carrier/flight deck pilot I got Fleet Kar'Fi, Advanced Obelisk and Voth Bastion that are T5U and are very fun
