Redshirt and Tribble are test servers, and if you download for them, you basically the game installed a second and third time. They are indeed on different patch levels. Note that Cryptic is pretty clever about this, and usually you don't need to redownload them completely, instead components are copied over from the existing installations. But even that takes time. But the different patch levels will definitely lead to you having to download something.
Since they are test servers, you don't really need them, unless you want to preview and test features on there.
They won't even have your characters on them. You can transfer characters from Holodeck (when the feature isn't broken; see details for how todo it in the guides section), but that will be just a copy of the character at the time of the copying.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.
Ok for a moment I thought those other two Shard servers had different & better benefits.
As mentioned, they are purely for testing and you will encounter issues on it as they are not for regular gameplay. You won't get access to C-Store, Dil-Ex et al that are available on Holodeck.

Tribble is where everything gets tested before going on Holodeck.

Redshirt and Tribble have also a few times in the past gotten a character list reset. Where they removed peoples characters when testing new major content, so people would test them with a freshly made new character, instead of characters people had copied over or already leveled.
I wouldn't advise to play on them like they were regular servers. They are mainly for testing new content.
