The cd when you swap out consoles is simply not long enough, currently 30 sec,- it allows players to leave combat and replace the console with the same one which is either reclaimed or from the infinity box. To combat this I think a longer cd should be introduced or prevent players from reclaiming or acquiring consoles of the same type.

Please list an example of how this is being exploited to curb stomp you in PVP.
He's talking about hot-swapping consoles during PvP and PvE.
If I'm understanding the OP correctly, he's saying you could, for example, use Console - Universal - Regenerative Integrity Field, exit combat, swap it with a duplicate, and essentially reduce the cooldown to 30 seconds. I've never tried this so I have no idea if my specific example is possible, but I believe that's the kind of thing they are describing.
my friend discovered swapping 2 different consoles in a certain Order,
does reduce cooldown And he can use both effects at the same time.
dunno if its supposed to work that way or not but its kinda cool.

if you swap it onto a diff ship the stats Change>?
and then change Back if you reapply it to original ship.

the "remove yourself from combat" demand already makes it rather unpractical as there's few if any ways of removing oneself from combat that doesn't cause mobs to leash back to their orginal spawn thus defeating any benefit in PvE as any time gained with cooldown reduction would be wasted flying back.
I cannot comment about PvP but if this was as critical of an exploit as the OP makes it out to be I should have heard about it.
It doesn't have to be to that extreme though, you can just be fighting as normal, you used all your click consoles and you happen to run off and no one chases or there is a lul in combat you can swap the consoles out to get a faster cool down too, but either way you are able to get around the intended 2min cool down for most consoles 1:30 on the special set Cool down bonues.
I mean seriously... you'd have to actually be ABLE to disengage in the first place! Some people are actually good at chasing down others when they try and break off.
Not only that... the time you take to actually do that... your opponent could either be doing the same thing... or repairing their ship. Also their own cooldowns will be working as well. And you know that they will not be just sitting there waiting patiently for you to come back. They're gonna be on the move.

Honestly... its so situational that... its impractical. There are too many ways to lock you into combat, even with a Romulan Battle Cloak.
And even if you do manage it... one lucky subnuc basically undoes whatever benefit you might get.

Is it gaming the system a bit? Perhaps.
Is it game breaking? Not really no.
Its more trouble than its worth.

It takes two mouse clicks to implement, hardly impractical. I'm pretty sure its not a hard fix anyways. And yes reducing cd on a console more than half just by clicking 2 buttons isn't "working as intended"
That's ignoring the posts above about needing to escape combat in real world PVP against a competent opponent. An incompetent opponent is toast with or without the existence of this exploit.
Have you experienced losses in PVP against someone using this, or is it just a theoretical fear?

Hate to say it but...
We've already established that escaping combat in a PvP setting is difficult, making the "hotswap" trick impractical. Lashing out at people for stating facts that contradict you is not going to help whatsoever. Baddmoon's already keeping an eye on this in case it gets worse.
CONSTRUCTIVE discussion is good, but lets not devolve into forum PvP over who's right.
