I hope, for your sake, that I am wrong, and that you do get your faction. I however suspect you're one of the optimistic few that are going to be left disappointed when you don't get your ambitious mini faction.
Cryptic can make a financial killing from Cardassian & Dominion content without putting in the work of creating a Cardassian and/or Dominion faction. The payoff for content alone far outweighs the work involved to put a working faction into the game.
