The holographic stuff around all the weapons you buy at the weapon store in the faction hubs, I'd wager.

Elite Fleet Phaser Pistol doesn't have the holobits, and neither does the Kelvin Phaser Pistol, which is a stun BOLT, and the secondary is actually an Exploit rather than an Expose like a standard stun pistol. Also the Assault Phaser Pistols don't have holobits.
I can't take it anymore! Could everyone just chill out for two seconds before something CRAZY happens again?!

Yeah, but they don't look like the Phaser you get from ESD. The way the OP worded it suggests they're hoping to use the look of that weapon, just without the addons.
Alot of mission reward sidearms are also glow-kibble free. Not phasers, true, but they're some of my favorites. Like the Chroniton Rifle, has the body of a brand of basic phaser rifle but shoots rainbows! That's from one of the early Krenim missions in the Iconian War arc.

Then the closest you will get is the Elite Fleet Stun Pistol.

M check reputations for a phaser one. I know my dual radiant ap ones, rom op polaron, and dual pol ones don't have it. I'll have to finish upgrading the TNG one to see if it has it. The TOS one, I have upgraded... I just never checked it for this. I'll have to do so next time I'm in game.

Also since you can upgrade equipment, just pick a pistol you really like between MK I-XII and decide if you want to upgrade it or just get a fleet-version. If you're lucky you get a really decent pistol out of that upgrade-process eventually, while the fleet-versions have specific procs.

The standard weapon drops, like a phaser, will change visuals as it goes up the mark tiers. Its how you can visually identify a weapon's mark level as long as it isn't Fleet, Lockbox/Lobi, Event, or just a special mission reward.

I frankly didn't expect that. Thanks for the info.

I ran an experiment last night. Mark IV and Mark VII hand Pharers have no glowy effect on them. But each number looks a little different.
Dear Devs,
A modest proposal. Allow us to choose the effects we wish to see on Ground Weapons the same way we can choose the effects on our ships via the Visuals tab for shield effects and so forth. So that when I have a Mark XIV Hand Phaser and do not like the look of it, but I also have a Mark IV Hand Phaser and like the look of that, I could then place the Mark IV in a "box" under a Ground Weapons Visuals tab to take on that image for my pistol weapon. And another box for rifles and assualt.
As I understand, it it's just a question of costume/appearance. If that's true, "Make it so!" if it's far more complicated, then skip it. You've probably have more important things to fix.

it should nto be any more difficult than the show armor/don't show armor option that they use to have so the doding is mostly there

I cannot find videos or image pages with what the special effect looks like at each Mark Level. ( Mark II, IV, VI, VIII, X, XII, XIV )
