Suggestion: Allow players to sell back items to a vendor for a small percentage (e.g. 25%) of the cost in EC, fleet credits, and dilithium used to upgrade them. It would be a nice way to mitigate the frustrations of players who have invested a lot into certain gear that is unlikely to be used after the balance changes, e.g. plasma exploder consoles, and give them a one-time insertion of cash to assist a little bit in acquiring items that are more useful in the current version.

This, iuf you are going to get a % back of what the cost to upgrade was, then you should also give a % back of the dilithium, reputation marks, and EC that you earned using said consoles. Only fair

I could see fleet credits for the plasma consoles. Since that would be easy for them to do. Other then that the leech console is basically non-refundable.

I've seen a lot of talk about them being nerfed, but tbh I didn't see them listed in the tribble patch notes so idk, though I easily could have missed it in that list.

The Plasma proc on Weapon Signature Nullifiers and Amplifiers from the Fleet Embassy no longer bypasses shields, has had its damage reduced to 25% of what it was previously, and now procs per cycle instead of per shot.

I generally consider it a bad idea to throw something like that away though. I'll park mine on an unused ship. No sense in throwing them away in case things change in the future.
This. I am, personally, rather amused that most of the "changes" which appear needed consist of going back to build patterns I'd been using pre-Delta Rising.
Exactly what has been devalued anyway? Leech and Embassy consoles are not the must-haves they once were; but neither was desperately expensive anyway, and both retain situational use. Threat control still has utility, especially with Reciprocity or Improved Feedback Pulse using builds, and 25% of a stupid amount of damage is still a bonus.

But the again; upping consoles is insanely cheap compared to i.e. weapons.
1) You bought and used the items already. So you got your mileage out of them, helping you gain fame or self-respect for achieving new personal or player-wide DPS record, or earning you additional Dilithium and other game rewards.
2) If the game ever closes down, you won't get any refunds either, and then everything you've bought in this game will not just be neutered, it will stop existing.
