Serious question: what do I have to do, or what can I do, to make this a reality? Other than my current strategy of the occasional passive-aggressive comment on the subject here and outright begging (both of which I plan to continue doing, by the way).
Let's say I want just enough features in the Alien Gen to play as a Hirogen... Can I get proper Hirogen skin and a dual lobe+flat nose combination if I write an epic story in Cryptic's honor?
But what about a fully fledged player race? If someone were to point me in the right direction to learn the skills to model/animate/whatever a race into playable status, and I applied for a job at Cryptic, got hired (a real win-win-win, if you ask me), and then put all of those skills to work in my free time away from my other duties into creating a Hirogen player race, would there be a possibility of it then getting added in for all to enjoy?
Or what about money? I don't have a lot of it, but I'll throw money at this problem to solve it. Or combine this with the previous suggestion: give me a job that pays better than the one I have now and I'll have more money to throw at it.
Make it a Lifetime Subscriber Only feature? Fine, I can't afford that right now, but I'll start scrimping, saving now. I'll get a second job at a Dairy Queen until I've got the schmeckles amassed for it. *Dairy Queen*, Cryptic, which is honestly probably a lot more conducive to my skill set (well, lack thereof) than any job y'all could offer. Of course I'd enjoy it a lot less, but it's the price to pay for my Hirogen, probably named Skooter.
Alternatively, I could prank call Garrett Wang in your name. His last name is "Wang", so I've already got plenty of material to work with right there.
I'm a simple man, Cryptic, and I want little. Of those little wants, sure, getting to play as a Hirogen in STO is pretty far down the necessity list and pretty far up the frivolous list. Doesn't change that I want it, and right now I really feel like I'm willing to go to ridiculous lengths to get it.

I happen to have a custom Hirogen BOFF on my bridge (complete with Lobi armor and Hirogen lockbox Tetryon weaponry), and he is pretty decent-looking. All the options you might need to create one are available for aliens in the tailor.
Except not all of the parts are there. The nose is pretty tricky to get right, but the real issue? The base complexion/skin for a Hirogen isn't selectable. Also, sadly, while the Hirogen armor looks awesome it also has the permanently attached visor on it, which means no awesome Shredder look.
Don't get me wrong, it's still a course I'll probably take eventually. I'll make one with the tools at my disposal, buy the ships off the exchange, get him all the DOFFs, get the guns... all of that good stuff. Hell, probably even get him some Alien BOFFs to give the same treatment. But if there's anything I could do to make the real deal a possibility, or even to get Cryptic to add the rest of the parts into the alien creator (flat nose + dual lobes, Hirogen complexion)? That would make my year. I'm even half serious: if what it took was for me to learn the skills needed to get hired by Cryptic and then do it myself, I would honestly look into how feasible that would be more me to do. With that said, I don't think my ability to run Digistar, point out stuff in space while spouting out fun facts about it, or my hack writing skills really qualify me for any position there. Even my experience and knowledge on handling reptiles is unlikely to get me more than an interview, and only then if their office gets infested with snakes. And we're talking a lot of snakes, like "The break room has a writhing carpet of scales," number of snakes. Honestly, where would I even get that many snakes and how would I sneak them into Cryptic's office without anyone noticing?
It's a great point and one that reminds me that the sooner I rip off the band-aid and just make a Hirogen the sooner I'll get to enjoy one. But I also know the fear is still in the back of my mind, "What if I devote all of this time and energy into my faux-Hirogen, gather hundreds of millions of EC worth of items, DOFFs, and ships, only to have a much better looking 'real' Hirogen get released?" But the Cardassian point is a good one. Though Cardassians do have all of the parts they need to make one 100%ish with an "Alien", though at the trade-off that they're much more likely to one day be a player race to themselves. I could swear that a while back Cryptic even made the rare move of mentioning it's something they'd like sometime down the line.
These "when can I play as a cardassian, borg, etc" threads just don't matter until the game dynamics change i.e. they develop some sort of tech or algorithm that changes how the NPC reacts if say you're playing as a klink or whatever.
1. Become a multi-millionaire if you aren't already.
2. Pay whatever PWE asks for to add Hirogen as a playable race in the game. For a couple of million they would probably be willing to "make it so," including adding playable ships.

Play the pseudo-Hirogen you can enjoy now. Sink resources into it like a king. Revel in your fun. Share some screen captures here. Laugh it up. Cryptic is NEVER going to make them officially playable. Their ships are already available through the lock boxes - that's the deathblow to your dreams right there, same as it is for Cardassian fans. They've said as much directly to the Cardy players.
Given the incentive of the 50th anniversary and dozens of canonically appropriate races, they still shaved AoY down to four choices. The business incentive is for them is to do LESS playable races, not more. Those numbers don't miraculously invert themselves for a race that came and went as a bit player in Delta Rising.
And if I'm wrong, you STILL will have had all the fun on the one you've been playing for years while waiting for more.

Fiiiiiiiine, with your logic. Though I'm still a ways off from affording either Hirogen vessel, nor have I really figured out which faction to place him in. Almost tempted to start him off with the Romulans since:
1. For RP purposes, it makes some sense that he may have bailed from his interactions with the RSE and ended up at a nearby Romulan colony.
2. I own Legacy of Romulus (thanks 50% off sale!), so he'd have a lot of options to play with while leveling.
Though after that... join the Klingons and hunt for glory? Or the Federation what with it's considerably larger player base and the possibility of shipping my non-locked Hirogen DOFFs over?
Alternatively, I could still try and figure out the shipping cost for 2000 garter snakes from Texas to California.

Hirogen! Additionally, I use the Hirogen Lock Box Traits to atempt to give the toon a more Hirogen feel when playing.
I play my Hirogen as Federation allied Romulan.

2. Hirogen are exclusively a non-player race, same as several others.
- Reason: Cryptic has already stated that certain (enemy) races will never be made available as a playable faction/etc. in-game.

note kdf and as far as I know only kdf get a Hirogen Tetryon Blast Rifle from the mission Alpha just something to think about.

Personally, I would prefer a full blown Dominion faction though. Playable Breen, Cardassian, Jem'Hadar, and so on, all with varying ships and classes to fill out each tier. Add in a sector of the Gamma Quadrant, which is long overdue anyway, with exclusive content, and I'll fork over another $150 for it. It has to fully independent of the generic Fed stuff I have played over and over again to the point where I'd rather not play the game unless there is something actually worth playing for a change.
In all likelihood, we will eventually see a T6 Hirogen lockbox ship redux. The pattern is already set. This is the best that you can hope for honestly. As for which faction, I suggest a KDF aligned Romulan-Alien character. You get the best of everything. You get access to SRO's for your space boffs. You get the "bad guy-ness" (sort of) by playing as a part of the KDF. You also get marauding which is helpful. I did the same thing for my "Cardassian" character.
Best suggestion: Play the lottery. Win the lottery. Buy a private server and negotiate a full copy of the game from Cryptic. (Probably with a no subscribers caveat.) Hire a programmer and insert the Hirogen as a faction choice for KDF or Fed. Also Unlock the armor for level 1 play.

Hirogen, on the other hand, are purely antagonists. We're not going to play as Hirogen any more than we're going to be members of the Imperial Romulan Fleet or the True Way. And Hirogen psychology, much like that of the Tzenkethi, doesn't really allow for rogue "good-guy" side-switchers.
There's been devs on record saying there will never be an evil faction. So if you take out the "be Bill Gates, buy the company" angle above, not going to happen.
Also it would be a serious risk. While I am certain there would be many players interested, others would in turn leave the game because it doesn't really fit the classic Star Trek mood to work towards evil. Also it is against general ST themes to have the baddies stay evil if they stay on. Even the Borg aren't evil as people but just as a hive mind (compare the renegade Borg).
Though I don't see that this would apply to the Hirogen as much. They are not pure evil. But the only way I can see them enter the fray would be as a Two and a Half Feds add-on. And the problems with that have already been addressed.
Just because I am willing to pay for content that fits into something I think I would enjoy doesn't mean or imply that there is any sort of "buy the company" angle. We pay for ships, uniforms, and many other things in Star Trek Online. Why not an expansion?

This feels good. Sure, I only have 300 Lobi and maybe 30 million EC combined, but I want to make this happen. Figured I'll save all my Lobi up for snagging the armor first and, when I get enough in who knows how many months, I'll also get the Lobi Hirogen space gear. But I really want that Apex Battlecruiser for him. Sure, I'll get the incredibly awesome Hunter Escort in not too long from now (looks like she only runs around 60 million) and I'll be pretty happy with that. But something about the Apex... it just calls to me. Maybe it's because I want to be able to pull 180s with it and have an oversized ship still blasting with its tetryon cannons.
