It's pretty damn clear that the packs hoarded from the earlier event are not going to be rewarding the ships so they are really worth squat after Thursday. The note says packs PURCHASED before or after this event will not give you THIS EVENT'S REWARDS. Old packs from old events still give old rewards. Just like old lock boxes can still be opened. And old special doff packs. And old ship reward boxes from old lock boxes.
Actually if you read the wording correctly it's referring to the current promotion boxes the old boxes will still work before, during and after the promotion.

By implication the statement "Packs pruchased before the event ... will not offer..." means that the prior event packs are not valid for those rewards anymore. sadly, R&D is so bad on STO now I can't even see buying a R&D pack even for a chance to get any of these ships. I would likely be far more interested if we could actually craft something worth having that didn't take all day to finish. Really, you can grind everything But the CHANCE to get one of the ships without spending Zen.

They are not charging you 10,000 Zen for an R&D Bundle. Still 1,000. What they are saying is if you SPEND 10,000 Zen on ANYTHING during this Promotion, they will award you with a free R&D Bundle afterwards.

4) For the love of Q please revamp Plasma Ground Weapons. They look like demented Supersoakers right now.
5) True Vanity Impulse and Deflector effects similar to Vanity Shields.
6) A greater payout for hitting T6 Reputations. Currently it takes more time and resources to get from T5 to T6 than it does to get from nothing to T5. Make that grind really pay out at the end.

I haven't gotten mine yet either, but it does read, on the page, that delivery would be during the week of 12/16, so they have until tomorrow. Has anyone else got his/hers yet?
You can purchase from the C-Store until maintenance on January 5th. They can be purchased off the Exchange as long as people post them there. They will function as this Infinity R&D Promotion until the game shuts down.
If you end up buying any off the Exchange, Right Click on them to ensure they are the Infinity R&D Promotion and not an earlier R&D Promotion. The icon on the Pack is another tell-tale but may be hard to see on the Exchange image.

The specific pack imagery has apparently been changed to where you have a box with the infinity symbol as well as a starship superimposed above and to the left. Opening this box gives you the R&D pack as well as the Lobi or ship.
Should be easier to spot them this way.
