Currently, I'm a lvl 56 tactical starfleet officer and thinking about spending some money on getting me my very first T6 starship, but was wondering if anyone know if they're planning to start a sale anytime soon before I do? Also, what'd be a good ship to buy(nothing over 30usd).

Also note that the event ship will be an account unlock so you only have to run the dailies on a single character.
As to what kind of ship, that mostly depends on your preferences. I can only speak from my own experience but...
Science Ship: Scryer Intel is pretty decent.
Escort: Phantom Intel Escort is a solid vessel with a very useful trait. Next might be one of the Pilot Escorts.
Cruiser: Eclipse Intel Cruiser and Guardian Cruiser can be built pretty close to an Assault Cruiser setup. The Andromeda's not too bad, has a useful trait if you love Reverse Shield Polarity, and can use Galaxy class parts for that canon ship itch.
For a tac, the Arbiter might be a good choice too.
I assume that the ships from the AoY expansion pack will be put in the C-store too. So you may want to look out for those ships as well. It'll likely be another month before they're added though, so there is that to consider.
5 FED Fleets | 3 KDF Fleets - T5 Colony on both factions
I cannot recommend this ship enough and while some may not like the look of it I love it. I know you only want to spend up to $30 usd but consider as a future upgrade to get a fleet ship module to get the fleet version after you unlock the trait. You get an extra Science console which all you to run 2 Romulan Embassy Plasma Generating Weapon signature nulifiers.

As for other ships I quite like the Andromeda and the Science Star Cruiser. Only have one ship for tac and science though so can't really comment on those.

- Between now and the ship sale, keep playing STO and build up your refined dilithium - you can then convert this to Zen using the in-game Dilithium Exchange. It isnt exactly cheap at the moment, but it seems to be getting worse as time goes on so use it to top up your purchased Zen because...
- Ship bundles represent good value for money - particularly if you have characters in all three factions (Fed/KDF/Rom) or you are trying to get the Tactical/Science/Engineering variants of the same ship. The Mega bundles are cheaper per ship again (see worked examples below) but are generally impractical due to the high face value of the bundle (it isnt common to have 12k Zen just lying around).
- For Federation players, I think generally the best ships are the Arbiter and the Eclipse Intel Cruiser. Ships worthy of mention include: Phantom Intel Escort, Odyssey Flagships (particularly the Tactical variant, but I've heard people are making strange sci builds with the Sci Flagship Yorktown), and the Scryer Intel Science ship for science builds. The pilot escort ships are very solid (and probably more fun!) but can be a bit hard to fly and equip well.
- Unfortunately, the two best ships arent exactly elegant to look at - particularly the Arbiter, sigh.
- Note: As the Agents of Yesterday bundle has been announced but the stats on the (T6) ships havent been specified, they may actually be better/different to the Arbiter and Eclipse so it might be prudent to wait for those details to become known.
However, notwithstanding the above, all the T6 ships are playable and you'll do fine in them, so it is far from wrong to pick a ship you like the look of and just use that. But you didnt need the Forum's help with that choice...My character Tsin'xing

I'm with tyrion, Arbiter all the way.
In fact, the one flaw the Arbiter has? It's too good. Seriously, that's it's flaw. I used to play several different ships on my Fed just for fun and to get a different 'flavor' from time to time. The Arbiter pretty much does everything any other Fed Cruiser does only better. Great offensive layout, great trait, very powerful console, you really can't beat it.
I use the Arbiter on my Fed and the Morrigu (Romulan version of the Arbiter) on my Romulan. The ship is amazing.
Yup, we get 3 free ships a year: summer, winter and STO anniversary. So unless you just gotta have that one particular ship, you are good for new ships in STO.
The summer event has various mini games in which you collect these favors statue things, like in the ds9 episode, these can be traded on the exchange, fleet ship modules and lockbox ships can also be traded - so its possible to go from favors to ec to fleet ship modules or cheap lockbox ship like APU cruiser or Tholian Meshweaver fighter to build up your ship garage a little. Those ships go for 6-8m, fleet ship modules 14m each.
Four fleet ship modules buys 1 character 1 fleet ship, if you have are in a fleet AND have permission to get ships etc, this ship will not be unlocked for other toons and does not come with the cstore console or starship trait, its an option, not a great option but it is doable.
The price of favors starts high on the first Thursday and drops as players get more time to farm.
When choosing ship look at what style of flying you think you'll like and get something to match.

The Guardian is my favorite ship. So I always recommend it. But the new expansion has some new choices coming out and the summer event is about to happen too.
It's not that I like Intel ships. Its the ships I have experience with. I have the Delta pack so I do have experience with the intel ships. I still preferred my Guardian at the time though.
For alternatives I'd say the Phantom, it's what the defiant should have been and I think it'd be easier to handle than the crazy pilot ships. Those take some getting used to.
Presidio is always a good choice too and if you want full on unadulterated violence I'd recommend the Arbiter or Eclipse, those two are seriously powerful ships.
But definitely wait for the summer event, in about a weeks time.

summer ship will be T6 - winter Event one as well.
Next zen and ship sale at same time will probably be black friday - then maybe Christmas.
Also, new ships that come out are always on sale for the first Weekend.
my advise: get zen when it's on sale and wait - summer ship will do for now and then you can decide to either get a new one when they come out or buy one at next sale

I agree with these ship choices as well. Under cruiser, I would add in the T6 Battlecruiser-Arbiter Class. One of the most tactically oriented cruisers we have, with engineer survival ability and lots of maneuverability Been my fav for along time, and pull some crazy dps numbers with it. Great fit for a tactical captain.
