Getting the same error with a new HP desktop. Intel gfx on the mobo. Even swaping to DX9 the game crashes on load. Was working fine until I did the Win 10 update last week.
With lighting set to high and shadows set to medium, the game crashed. With the lighting set to high and the shadows set to low, I haven't had a crash in two days. However, I haven't been playing all that much either. I have noticed that when crashes do happen, they tend to be on ESD, but that might also be due to a most of my characters being on ESD for the anniversary event.

At one point, I had that error. They seem to be tied into the same settings, at least for my system, for getting them to stop. I have shadows reduced to low currently and am running the Crimson 16.1.1 drivers. If I increase shadows to medium or high, I get crashes when I am around any of the anniversary holographic banners.
Edit: One other thing to note with the hang error. This can also happen as a result of the server not responding. This is fairly easy to see on loading screens where in come cases, you just get kicked to the login screen. Until PWE fixes their code and does something about the pain in the butt that keeps DDoS attacking the server, I don't think either of which will be going away, at least until the anniversary stuff is over.

All I did was set my Graphics Adapter to a refresh rate of 60 Hz, and VIOLA!
No crash for quite a while!
Now to disable Fast Launch in order to fix those other crashes, and then, I should be good!
EDIT: It didn't quite work out that way. I crashed again, so I still have to work on this. Shouldn't be long before she's stable again!
I crashed, but the time I spent in-game was significantly improved.
i'll try lowering Bloom further, and see how that goes.
