On one side of the scale, there is the outrage that purports to be due to 'dancing' to 'standing' to 'the disco' to 'the baloon' to 'the clothing' etc etc. What does it weigh? It's almost not even there, it's a feather, its a bit of lint.
You keep saying this, and you may very well be right. However, the simple fact is that you aren't the one that gets to decide how much each side weighs. At least, not for anyone else. You are completely entitled to your opinion, but if someone else wants to say that the griefing outweighs the charity, that opinion is equally as valid as yours.
You're not wrong Grand Nagus. It is not the place of Starfleet Dental to decide how much each side weighs, but it is the numbers themselves that tell that story. Economically, we have saved the players of STO, collectively, billions of EC. Individually, we have helped over 11,000 players gain unrestricted access to fleet gear (some of whom are the same people complaining in this thread).
On the other side of the scale, we have a scant few players by comparison, not complaining about in game economic activity, but about perceived slights that are nothing more than a colored ball of light and jubilant dancing in celebration.
The numbers don't lie Nagus, Starfleet Dental has done fantastic things for this game.

In the end this is kinda more about allowing other players to force something on another player an affecting their enjoyment of the game, while not giving them any recourse to improve or deal with this beyond just ignoring the person. As an option it would be nice to give the people wanting to use these items the ability to use them as now, but then give those that are just annoyed with the lose of control of their character (even the over-use of these items) the ability to either hide the effect from sight or block being affected by them, with adding such an option in the interface it would allow them to improve their enjoyment of the game without infringing on others ability to use such items. Then you can also use this option to tie any item that starts to be used for griefing players to give them a option to get rid of being effected/griefed by the use of the item.

This has already been granted to players in the form of the party nullifier. Now you no longer have to dance under the Disco Ball if you don't want to. But of course, if you give a mouse a cookie...

I'm not denying you guys have done some nice things, but 11k people joining a channel is *not* the same thing as 11k people helped. I joined that channel just out of curiosity, but have never requested anything, and I guarantee you I'm not alone. So it's great that you guys have helped some people, it really is. But if you want to use the number of people you have actually helped as a defense or counterweight against the issues some people have raised with the fleet, then by all means figure it out and provide some type of proof to back up the number you come up with. But again, just because someone joins the channel does *not* mean they have been helped, so the 11k figure isn't going to work.
To make my "position" completely clear, I am not accusing anyone of anything. Someone found a Dental thread that endorsed griefing, I asked why, and was told it was a joke. Ok, fine. As far as the in game items like the disco ball, I have no issue with them as long as people can opt out and not have effects forced on their characters. As long as that remains the case with any such item, I have no issue with them.

It wouldn't have got 11k people unless it really did provide a service that satisfied the needs of the many to the point it encouraged everyone to spread the word so much that it reached that number, never would have happened unless it lived up to it's reputation! I am one of those 11k who have NoP public service to thank for repeated assistance with buying items I would otherwise have to go through a large hassle to get.

NoPPS gets hundreds of requests for day for fleet holding invites, cell ship invites, and pretty much any invite you can think of, heck, some folks even ask around in there for STFs if they need another warm body. And that's just invites. The channel is also a treasure trove of information. Do you have a question about game mechanics? There's plenty of knowledgeable people in NoPPS willing to help you out, for no cost. The channel has been in operation for a long time now, and we didn't go into it with plans of tracking numbers and people, we did it to help folks out. So yes, my evidence is anecdotal, but it'll be backed up by anyone who is an active participant in the channel.

But now when I read articles on Fox News I just shrug and go "Whatever". LOL.
I'm doing my best to just chill out and not take things so seriously. It isn't worth getting myself all worked up over nothing. I'm sure dentists are all pretty nice people in real life. They just have a sense of humor that some of us don't understand.
As far as griefing goes: join a pre-made team of players you know instead of using the public queues.
Disco balls: keep a party nullifier in your inventory. If the lights and sounds bother you that much just switch instances.
If you're an ERPer: just create a private chat channel that only people you allow can join. Nobody wants to see that garbage in the public channels and if you keep it to yourselves you shouldn't have any problems.
Cover shields: What? You mean in the powerboard race during the summer event? Well despite all the complaints, videos, screenshots, and accusations on the forums, I only saw maybe 1 cover shield in the powerboard race during the entire summer event. I'm not saying it didn't happen. It's possible whoever was doing it played at a different time of day then me. Again, it's not a big deal. You still get a reward at the end, even for coming in last place.

This thread started with a complaint against people who intentionally stall queues for extended lengths of time (30m+). I know that these things do happen, and it is still a problem. The problem is compounded in that if you try to leave a queue that has one of these issues, you often get stuck with a 1 hr queue ban (leaver penalty). So, either you can try to fight through the hindrance and/or hope the person gets bored of it, or you have to take a 1 hr ban.
I personally see no issue with the fire extinguishers, party amplifiers, etc. If you don't like it, go to your starship's bridge, or go to your fleet's starbase or some other private holding map and invite the people you want to have around. Usually you can even just change instances and you'll get away from those people. Unfortunately, there currently is no workaround as simple as this for when you get jammed in a queue like Undine Infiltration and someone purposely and continuously blocks progress for 30+ minutes.

a) remove the name from your postings @bindingchains . You are provoking disciplinary action against you, and doing so willingly just so you can rage some more and maybe ultimately get banned is foolish.
b) File a support ticket. I don't mean clicking "report spam" but open a customer service ticket and report what happened, "report spam" doesn't report anything, it just puts the user on ignore. I think the button is mislabeled.
c) If customer support doesn't reply to you and you are harassed by this person ping the community manager (I'm not doing this so you have time to remove the @ handle in your postings). She may be able to help you out or push the general matter to attention.

In light of the thread being derailed, though, I wanted to point out how moronic that entire argument sounds once you get rid of all the filler and look at the.... uh, 'substance'.... of it.
....and of course, I use the term 'substance' in a very loose fashion.
@monkeybone13 , The main example I am thinking of is Undine Infiltration, where griefers have been known to block the final room with a cover shield that they keep renewing. Also, though I don't play the Borg STF's, I understand at least one of them has been sabotaged that way as well. (UIE is *also* griefable by individuals who deliberately fail the questions.). And yes, you get a cool down as a result of a failed queue, and an even longer leaver's penalty should you choose to bail on a sabotaged one. This is why for the cover shield I am proposing removing player collision with it, so that while it can still block mobs and incoming fire, it will not impede players. As far as deliberate question failing in UIE, how I would address that is make only the player that screws up take the penalty since unlike almost any other STF screwup, you really can blame a single individual instead of the whole team bearing partial responsibility.

Otherwise change your privacy settings. Pressing (O) then going to "privacy" will bring up several options.
At least that'll stop pms, mail, challenges, team invites from reaching you.
