I'd say the upgrade system is working as intended. Epic rarity is suppose to be just that.....epically rare. It's not exactly rare if every tom TRIBBLE and harry throw in 4 upgrade kits to get an epic. We'd all be sporting Gold Crit D x4 if this were the case.
I have to agree here, however I also agree the implementation of this rarity upgrade leads much to be desired. In ESO for example I know exactly how many tempering alloys it will cost me to guarantee a 100% chance for epic, I can if I wish risk it for half that but if it fails I will lose my item.
So if I have 7 bits of gear and I want them all to epic then I know I need 120 tempering alloys. Easy, however after 10 months of playing I have collected 17 alloys so far. I can buy more off the exchange and they are very expensive but at least I know how much it will cost and how long it will take for me to do it. It gives me chance to ensure that the gear I finally upgrade is the gear I want to keep for a long time. There is no gambling if I choose not to gamble, whereas in STO every second thing is a gamble and the entire game is run on an RNG, a dodgy one at that.
I think you've made a big factual error here.
In sto, it's also true that you can calculate exactly how many tech upgrades you need to guarantee an upgrade to epic.
Each time your upgrade fails at mk14, the upgrade chance rolls over. Each tech upgrade contributes a fixed amount to the chance increasing, so if you wanted to, you could figure out (assuming you failed at every chance up to 100%), exactly how many you would need to get a 100% chance roll. If you use fewer, you gamble, but you can still calculate the probabilities.
The only difference between this and the game you mentioned is that in the other game, you can have your item destroyed. In STO you can't, so STO has a better and more player friendly system in that respect.
The system in ESO is leaps and bounds beyond the system of STO in the crafting and upgrade department. Grinding gear to Epic grade in ESO is not at all as grindy. The entire system is more accesible. Rarity upgrades in STO are just a pain in the TRIBBLE. In ESO, you can reach the 100 percent chance rather comfortably.

Surprisingly.. I respectfully disagree with this.
I think with a few teaks, the Crafting system in this game would actually be one of the best I have seen. I like the core ideas, it just needs a few changes. I'm not a huge fan of the random mods, that's the biggest problem in my opinion. I would prefer a system where I can either roll the dice, or for an increased cost get the mods I want guaranteed.
If that change was made, and the cost was reduced to improve item rarity then I would actually consider the crafting system in this game to be top notch. I normally don't even craft in games because it's so tedious, but STO has made it really straight forward and materials are, for the most part, easy to obtain.
I'm not a huge fan of the random mods, that's the biggest problem in my opinion.
no, the biggest problem is that gear can't be broken down for crafting components - something that is a CORE mechanic of any crafting system is outright nonexistent in this one

The event is great if you want to make gold weapons from mk 2s. The chance remains the same but you should get 1-3 more rolls at the higher % from the lower mk. The only benifit trying to upgrade high level items for rarity, would be reduced cost on multiple tries due to fails. Which means it will still be far more expensive then its worth... better to wait for the inevitable return of a Omega particle event.
