Not serious at all, I don't think we should fire the thing.
Ancient history would be unchanged pretty much. The Star Empire would still be around, as would Spock to further improve relations. Without all the hullabaloo involving the Republic the gate network wouldn't have been discovered or activated, and the spheres may have remained dormant.
Or... when the Iconians show up we'll be worse off because of lack of knowledge of how the Sphere's operate, and we wouldn't have the Romulans as allies because the Tal Shiar has taken control of the Empire and now serves the Iconians after dissolving the Senate to claim full control.
Without the Federation, the Klingon Empire might not even exist either. Consider Praxis. Without the Federation helping them after Praxis exploded... the Empire would be doomed to die. Also... it was an Earth ship that revealed the Suliban threat to the Klingons. Without Enterprise, the Klingon Empire might have fallen into Civil War in the 22nd Century thanks to manipulation by the Suliban.
And to anyone considering Iconia itself as a target... if we do consider the Jenolan Sphere to be Iconian in origin, the Jenolan sphere would vanish, meaning the USS Jenolan would continue on its way and Scotty would not survive into the 24th Century. Also... the gates discovered by Picard and Sisko woudn't exist, the USS Yamato wouldn't discover Iconia and be destroyed by a virus...
The Iconians were involved with so many things that wiping them out from history would threaten us as well.

What I hope this is starting to hint to people is that the time weapon is a red herring. Its the easy way out presented blatantly half-way through this season (10.5!) with a background in canon that explicitly states "this won't work."
Its the bait before the switch to the plan that DOES stop the Iconians (and has the capacity to fill out the remaining half-season).

It will miss the herald sphere and hit planet earth advancing them years into the future where we now have tier 20 ships with 360 everything and huge ships that can destroy worlds all for the loving price of zen that will cost anywhere from 100,000 zen at the lowest.
But wait theirs more! We also now have ship ally pets that will do your biding like hanger pets, but will be more useful at the loving price of 50,000 zen.
P.S. if anything is going to come from this its going to be $.$ dollar signs in their eyes.
A time travel mission to get the info from the preservers is still a possibility.
Then again, perhaps all that is needed is to erase the "other" who saved the iconians in the past and hope it is not your character. Wouldn't it be a nice twist if it was the player who saved the iconians in the past and thus sparked the current conflict.
Due to "malfunction", all "previous" plans will remain in place, however, with the "time bought" from the Archive not being whack-a-moled, we can communicate with the Preservers who reign in their "wayward children" and usher in a new era of "we'll be way over here messing with reality, you have fun with the Borg..."

The Iconians spent so much time trying to fragment the factions of the quadrant to make sure history is not repeated. How can you be sure they'd still bundle back into our space where a very much more unified and able force is waiting for them? They were able to put their differences aside when The Dominion came knocking.
As for the Romulans, how can you be so sure the Tal Shiar would have taken over? If it were that simple would they not be in control already? Not triggering that specific supernova from that specific system, one that itself no longer exists, would have all sorts of knock-on implications. Different plans may play out differently. Perhaps Hakeev's lies would have been discovered soon enough to take him out of the picture? Perhaps Taris would realise working with Iconians is a stupid idea?
