I've seen multiple people (including me) on ATT Uverse/Frontier 32.208.0.0/12 reporting on this forum to being blocked from logging in, so the 24.x.x.x theory isn't entirely correct.
I wonder if the person adding IP bans added entire netblocks by accident (instead of individual IPs or much smaller blocks).
Off-topic, according to cryptic support one of my VPN IPs is blocked from the forums from the moment I got that VPN address provisioned (but I haven't tried connecting to game servers through this IP) and I think that again was due ot a misguided whole-netblock block (but I didn't try to escalate the issue further).
same issue here its 1056 pm pst in oregon on comcast provider still can't log into the game because it says 'you may not log in from this ip address' which i have done nothing to change my ip address or hardware in the last year. i did submit a ticket for this issue.

Honestly, it is not clear to me why the root cause of this incident is so hard to identify. The issue clearly isn't that we can't route traffic to Cryptic's servers--we can reach them just fine, it's authentication that's failing, and it is failing along very specific IP address match patterns. From the behavior and information so far an error in an IP blacklist does seem the most likely culprit, and I would think that would be a fairly easy thing to check.
Don't you have a change control process? An audit trail for bans and blacklist changes? The first question to answer in any outage is "what changed?", and despite a very clear start time it's very troubling that we're four hours into this outage and the team working on it still doesn't seem to know the answer to that question, judging by the information being requested.

Well, they're dealing with IP Blacklist issues - so I'm sure no Engineer wants to be the one to say: "Hey, we just unblocked everything to get it back up..." - because unblocking an IP range without being certain it should be can be a BAD career decision for an IT network engineer.
They're either going through changelogs (if they keep them) to see if they can spot who/what/why IP addresses were suddenly blocked/blacklisted on the game account server(s); and/or getting someone in upper IT management to okay reversing said changes and unblocking/whitelisting certain IP ranges again.
