A cap of 20,000 EC would simply ensure that no one ever sold anything of value in the exchange. They would simply do it over chat instead. So you still wouldn't get your ship upgrade tokens or consoles.
There is no need to bring leftist market controls to the game, people charge what others will pay, this is how markets should work.
While I agree that I see no current need for a market cap, it's not a leftist idea. Even Adam Smith and other major conservative economic influences concur that some level of regulation of economies is essential. It's just a common advertising gimmick promoted by a few greedy individuals that completely unregulated markets are either capitalism or healthy.

If someone is stupid enough to spend 100million for a ship, then all I have to say is, "A fool and his money are soon parted." I don't buy much off of the Exchange because the prices are, in my opinion, too high. However, if someone else wants to spend millions on something, that is their business. If you have an item that you want to sell on the Exchange that most people are selling for millions, feel free to undercut them and sell it for 20k.
As the person above me said, if you set a limit (especially the laughable limit of 20k) on the exchange, then people will move their buying and selling elsewhere. And the items you want will still be unavailable for you.
Both exchanges are already capped. The zen exchange cannot go below 50:1 nor higher than 500:1. The auction house cannot go higher than 500m for a single post.
As stated, the limit has no effect on the prices. For a while jem Haddar bug ships were selling over 500m each, they simply were not available on the auction house.
If you want prices to come down and stay down, you need cryptic to Nerf the hell out of vendor prices and massively drain the ec out of the system. But this won't magically help anyone afford anything in the long term.
Instead, learn to use the system to your advantage. Right now is a wonderful time to sell crafting materials. You earn them for free via doffing, especially in the sphere and from marauding and explore missions. You can easily earn a couple million a day if you queue up 15-20 missions for crafting mats and sell everything. The more alts the better.
It's supply and demand, one of the simplest economic principles taught in high-school economics.

You claim your reason for requesting a limit is so you can afford to equip your ships with decent equipment. I'm uncertain when you last checked, but I can usually get decent equipment at or below the 20k ec limit you propose. Also, you can run a quick mission or two and get plenty of loot you can sell for much more than 20k. Of course, my definition of decent equipment, (rare (blue) mk xi, xii, xiii) might not coincide with yours, which apparently includes ship upgrade tokens and lockbox ships.
Unfortunately, it's when you want these high-end items that are in low supply that the prices start to climb. While you call it greed, I call it a favor. If these prices weren't high enough for demand and supply to match, these items would sell too fast for you to ever find them on the exchange. You can thank the sellers for these high prices since it means you actually do have a chance to purchase the item, you just need to work a little harder to afford it.

When the Rolling Stones toured the sear prices were 20X the price of Joe Diffy tickets. should the arena capped the tickets for the stones to the same as Diffy? I think not.

I get the one listed for 1 and the seller gets all my 7 monies and I have no idea what he really listed it for. But let's say I want a second and I try to bid 4. That fails as the lest expensive is now 5.

I made made 9.8 million from selling a couple of Mk II crafted weapons for resources worth peanuts that had desirable modifiers.
Some dont have the 500 million so lets lower it to where anyone can buy it. and not have to put the time in to earn the 500 million ec.
