Some good points made so far, so let me simply add David Warner, Nick Meyer, and Cliff Eidelman. The latter was, in my opinion, a tie for best trek composer alongside Jerry Goldsmith. ST6 is a case study for sci-fi moviemaking, or moviemaking in general, showing what can happen when all the pieces of a motion picture come together and WORK.

Looking back at TUC... I have to wonder... was Section 31 involved with trying to start a war with the Klingons while they're in a weakened state because of Praxis? Might explain the Starfleet personnel involved. The Romulan Ambassador might have been Tal Shiar, and was involved with the promise of some new territory for the Star Empire, and Klingon Intelligence might have been involved under the belief that they could get more territory through war.

the romulan ambassador, the romulans at the time had a long running feud with the humans and the federation mostly through the E-R war, any chance to tie starfleet up in a knot was good for the romulans, so supporting fools within the starfleet ranks to do their dirty work was a bonus and supporting the klingons into a war as well. as for the klingons, it looks like they were following instructions from chang to start a war for fear of the future and what it might bring. manipulating that one thing all three had in common, fear over the future and how it would turn out was the way in if s31 ever had the chance, but following the 3 groups into that pit was not in s31s interest, but rather make sure the right people knew at the right time to prevent a tragic mistake.
T6 Miranda Hero Ship FTW. Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.
Best looking bridges (the ENT-A's and Excelsior), the redemption of the Excelsior (from being just a white elephant joke in spacedock), competent Klingons, view of the enlisted and their facilities on the ENT-A, and a storyline that properly narrated an immense danger without it having to be an invasion.
Oh, for having the best Starfleet uniforms (I like the WoTK uniforms the best).

I'd put the Journey Home above this, different beasts but "Nuclear wessels" never gets old.
That said, it's probably the second best of the "serious" TOS films. With some good action, fun klingons, and a nice feel of closure.
Well, unlike the previous one I did, Insurrection, being my least favorite, now Undiscovered Country is my personal favorite, and I'm honestly curious what folks think about it.
Undiscovered Country was a great way for the TOS crew to go out. I couldn't ask for anything more.
And I really wish the TNG guys got the same quality treatment. Instead, they got Nemesis.
I also like that it has so many DS9 references/characters in it
Worf (even if its his Grandfather, that's still Worf)
The corrupt admiral was Sisko's father
The name of the crewman who had the funny feet was Dax
The actor who played the assassin was the same one who played Odo
But most of all, the double wammy Vulcan mind grip. Such a dramatic scene.
It has great Kirk/Spock/McCoy scenes and some great quiet and some good action moments.
As warmaker001b said, a good ending for the TOS crew.
(no one needed ST:7 IMO)
What doesn one want more?

And General Chang is absolutely the BEST villain.
