Seriously, it has been a year since LoR was released and a large group of players have been asking for the ability to dismiss him from our list of active BOffs ever since.
I appreciate the fact that he is a Purple BOff with good traits, just like the other free BOffs available for the Fed and KDF players. However, there's just no good reason to keep forcing players to keep Tovan on our bridge.
I know the main issue is that Tovan was integrated into the first episodes in the Romulan storyline and if he isn't there then those missions aren't playable. Well, the easy fix is to make it so you can dismiss and reclaim him (just like the free FED and KDF BOffs) and make it so that you can't replay those first missions unless you have claimed Tovan and he is in your active BOff list.
The main point is that players who don't want Tovan shouldn't be forced to keep him.

I'm a big Tovan fan - please allow me to boo and hiss myself on behalf of what currently appears to be the entire playerbase - "BOO! HISS!".
I can understand why people wouldn't like him, though. From a certain angle, he - okay, from pretty much nearly every angle - he could be said to be a whiny, complaining space hipster with about as much charisma as half a house brick covered in spiders. I don't know why, but I can empathize with that. Perhaps that means I have mental issues, but that's not what we're discussing right now, thankfully.
Even though I dig the character, I STILL don't understand why people who don't like him are stuck with him. It must seem like a waste of a slot to them, which I can appreciate would be frustrating.
My best guess: Too much is tied into the ingame dialogue. IIRC, A good example would be a particular conversation on a particular (and disappointingly non-Quidditch themed) planet - his conversation will happen whether or not he is on your team or on the ship, or whatever.
But I really do feel for those that feel as though he's more of a burden than a bonus. There really is so much choice about so many things in this game - this seems out of character for the game. Against the spirit of it, so to speak.
Even the often-overlooked KDF aren't saddled with this type of thing, with the possible exception of the ongoing uniform bug. The latest fixes worked for me personally, so that's nice (for me).
I also feel for the RPers who can't even change his bio.
I like him because even though he's whiny and worries too much, he's not sitting on his butt hiding from everything. But he would totally be Bill Paxton in Aliens - I'm under no illusions there.
Bah I like him. He's someone I can trust to watch my back (and especially among Romulans, that's saying something). So he talks, so what? He's enthusiastic in trying to help, I'm okay with that. Given how quiet the player-character captains usually are, its Jay & Silent Bob In Spaaaaaace.
Plus he makes so many people rage about this dead-horse topic, its laughable. That's a special power right there!

You're missing the point. It's not just that Tovan takes up a BOff slot ... it's that players cannot choose whether or not we want him on our crew. I don't use K'Gan on my KDF toons or Elisa Flores on my Fed toons ... and I'm not forced to. The Romulan faction is "forced" to keep Tovan whether we want him or not.
If a player likes Tovan that's fine ... they should have the ability to keep him. That doesn't mean everyone should be forced to keep him. I just want Tovan to work like the other free BOffs in that it's the PLAYER'S choice.

Just allow us to rename the guy, just like we can rename all the others.
Rename, species change, sex change... sure I'd be satisfied with that. As would many others. But there are players out there who dislike The Khev because he's simply a sub-par BOFF. That wouldn't fix their gripe.

Once (and if) we do get to remove our (mostly) least favorite BOff, there is like one for every romulan toon... the Tovan rebellion would be intensive; a session (and rep system) in of it's own. Oh well, there is one thing I said before, and would gladly repeat: Killl Tovan Khev, KILL him all!

Well I do like Tovhan for one of my characters, his story fit for my fed aligned crew and he currently sits as chief tactical officer.
For my KDF side crew, I would throw his behind out an airlock fast as possible. Just sitting there wasting space and still talking without permission.

Ah yes, this spur in the sides of my 2 FED and 1 KDF (reman) Romulans... He's ugly, sure nice to start off with a purple tac officer but at end game he is USELESS. Let us change him more or discharge him OR (spoiler alert) a tragic (optional)mission where he meets a heroic demise, defending the romulan people from their fiercest of foes....
He might even fail at that. The only reason I keep him around is cause I've trained him in different skill sets that I find useful for space combat. I use a different set of BOFFs as the away team, department heads/first officers, escorts on New Romulus, etc...

A few very simple things that Cryptic could do, to lessen the Tovan hate ...
He's a Purple BoFF, so he SHOULD have SRO! (His other traits aren't all that bad really)
Make him interchangeable with his sister, who would have identical traits and skills.*/**

I'm pretty sure too, that it isn't all that difficult to substitute character models in he custscenes he's in, because they are all rendered in game using whatever customization you've applied to Tovan.
** At the end of the Tutorial (or earlier perhaps?), bring up a screen, similar to the "Choose Allied Faction" screen, where you get to pick who your childhood/colony companion is, this choice will assign either Tovan or Rinna to you as your first Bridge Officer, and this choice cannot be "unmade" ...
I know it's not as good as being able to get rid of him completely, and I know it's also not a substitute for the stolen BoFF slot, but it would go some way to at least making him useful at endgame.

I want Tovan GONE from my ships. He's not my friend, not part of my crew, and he's certainly not welcome anywhere near any of my ships.
